6 <br /> <br />According to the original Sheet C1-Grading Plan, there were 31 total trees on the site and 29 <br />trees were to be removed. The 29 trees being removed are within basic use area (BUA) and do <br />not require replacement. <br /> <br />Per the revised Sheet C1-Grading Plan, 30 trees were removed. Tree #4022 on Lot 1 was a 12’ <br />Oak tree and was to remain but was accidently removed. This tree was not located in the Basic <br />Use Area or in an Environmentally Sensitive Area. Tree mitigation requires 1 new tree for <br />every tree removed; therefore, 1 new tree is required. <br /> <br />Comment: <br /> <br />1. Sheet L1, Landscape Plan shall be revised to include one (1) new tree on Lot 1. This is <br />in addition to the required boulevard tree. <br />2. Sheet PP1, Preliminary Plat <br />a. The tree inventory chart shall be revised to note that tree #4022 was accidently <br />removed and 1 new tree is required for mitigation. <br />b. The tree inventory chart shall be revised to show that tree #4047 was not <br />removed. <br />3. The Development Agreement shall include a $300 Tree Preservation Mitigation fine. <br /> <br />Landscaping <br /> <br />Boulevard trees are required at the rate of one (1) tree per lot frontage for single family and two <br />family lots. Six (6) boulevard trees are proposed which is compliant with the ordinance. <br /> <br />The open area is calculated at 19,820 s.f.. The landscape ordinance requires 1 large tree and 3 <br />large shrubs per 2,000 s.f. This equates to 10 large trees and 30 large shrubs. The revised <br />landscape plan provides 10 large trees but only 29 shrubs. The landscape plan is not compliant. <br /> <br />Comments: <br /> <br />1. The Environmental Coordinator will review the revised Landscape Plan and make <br />comments. <br />2. Sheet L1, Landscape Plan <br />a. Plan shall be revised to include one (1) new tree on Lot 1 required for tree <br />mitigation. This is in addition to the required boulevard tree. <br />b. Plan shall be revised to include one (1) more open space shrub. <br />The boulevard trees shall be located 10 feet back of curb and out of the front yard swales. <br /> <br />Floodplain <br /> <br />There is no floodplain on site. <br /> <br />Shoreland Management Overlay <br /> <br />The site is located in a Shoreland Management Overlay district of Baldwin Lake. Baldwin Lake <br />is a Recreational Lake with an OWHL elevation of 883.1. A setback of 75 feet from the <br />OHWL is required for all primary and accessory structures; however, this setback does not
