The increase included is entirely tied to legal expenses related to 75 <br />franchise renewal. He also reviewed capital costs proposed, tied to bonding that financed the 76 <br />installation of HD equipment for the entire system. He anticipates an increase in franchise fees 77 <br />which will impact what the city receives in revenue. 78 <br />Mayor Reinert asked the term of the franchise agreement. Administrator Karlson said he anticipates 79 <br />it will be ten years. 80 <br />Council Member Maher moved to approve the budget as presented. Council Member Rafferty 81 <br />seconded the motion. Motion carried on a voice vote. 82 <br />3B) Consider Appointment of Recycling Intern – City Administrator Karlson reported that staff 83 <br />has identified an individual to fill the vacant Reycling Intern position; he reminded the council that 84 <br />the position is entirely funded by Anoka County grant funds. 85 <br />Council Member Manthey moved to approve the appointment of Madelyn Pelon as recommended. 86 <br />Council Member Kusterman seconded the motion. Motion carried on a voice vote. 87
