Printed on recycled paper containing at least 30% fibers from paper recycled by consumers <br />STATE OF MINNESOTA <br />MINNESOTA POLLUTION CONTROL AGENCY <br />IN THE MATTER OF THE DECISION ON THE <br />PETITION REQUESTING THE PREPARATON <br />OF AN ENVIRONMENTAL <br />ASSESSMENT WORKSHEET FOR THE PROPOSED <br />BITUMINOUS ROADWAYS, INC., ASPHALT PLANT <br />COLUMBUS, MINNESOTA <br />FINDINGS OF FACT <br />CONCLUSIONS OF LAW <br />AND ORDER <br />FINDINGS OF FACT <br />Proposed Project <br />1.Bituminous Roadways, Inc., (Bituminous) proposes to construct and operate a fixed hot mix asphalt <br />plant, contract a third party to intermittently operate a portable crusher, and construct an <br />office/laboratory and vehicle maintenance building with a septic system and well on one lot (Lot 1) <br />in the City of Columbus, Anoka County. Bituminous will also construct access drives and install <br />stormwater management infrastructure on Lot 1 and on an adjacent lot (Lot 2). These activities on <br />Lot 1 and Lot 2 are considered “the Project.” <br />2.Bituminous has stated that in the future, it may construct a concrete batch plant or construction <br />materials/storage handling facility on Lot 2. The speculative future construction is not considered <br />part of the Project. <br />3.Bituminous is proposing to install a fixed hot mix asphalt plant on Lot 1 that will consist of the <br />following equipment: <br />•1 asphalt mixing drum <br />•1 bag house to filter air emissions from the asphalt mixing drum <br />•1 control house <br />•1 cold feed system for virgin aggregates <br />•1 recycled asphalt feed system <br />•Storage areas for rock, sand, recycled asphalt, and concrete <br />•Ramps, conveyors, and hoppers to convey: a) raw and recycled materials to the plant for the <br />hot mix production, b) hot mix asphalt from the plant to storage, and c) hot mix asphalt to <br />trucks <br />•4-30,000 gallon, and 1-20,000 gallon, 43-foot (ft) high liquid asphalt cement (LAC) storage tanks <br />•6-200-ton capacity, 60-ft high hot mix asphalt storage silos <br />•1-1,000 gallon off-road diesel storage tank <br />•1-1,000 gallon on-road diesel storage tank <br />4.As part of the Project, Bituminous proposes to construct a 40-ft by 115-ft (4,600 square feet) <br />office/laboratory and vehicle maintenance building, and an onsite septic system to dispose of sink
