WS – Item # 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br /> <br />Date: October 2, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Comprehensive Plan Update - Transportation <br /> <br /> <br />Background <br /> <br />On September 13, 2017 the Planning & Zoning Board met to discuss the Transportation element <br />of the 2040 Comprehensive Plan. Mr. Charles Rickert of WSB & Associates was present to <br />review the plan components, as well as issues raised from the online survey and public <br />informational meeting. A copy of his memorandum is attached for your review. <br /> <br />Additional public input was received at the meeting. Items discussed at the board meeting <br />included: <br /> <br />1 Planning for autonomous vehicles. <br />2 Implementing changes in traffic management alternatives such as flashing yellow left <br />turn signals. <br />3 The need for improvements on Birch Street. <br />4 Provide pedestrian facilities on arterial roads. <br />5 Connect pedestrian systems to commercial areas. <br />6 Need for improvements to Ash/Centerville Road and Centerville/CR J intersections. <br />7 Continue planning for northerly by-pass (Main Street 35W to 35E). <br /> <br />A summary of the comments from the meeting are enclosed. Mr. Rickert will be present at the <br />work session to discuss the plan. <br /> <br />On a related note staff was recently informed that Anoka County has included improvements to <br />Birch Street from Ware Road to West Shadow Lake Drive in its 5 year Capital Improvement <br />Plan. They are anticipating planning to begin in 2019 with construction proposed in 2021. <br /> <br />Requested Council Direction <br /> <br />None Required. Discussion Only <br /> <br /> <br />
