<br />Lino Lakes 2040 <br />Comprehensive Plan Update <br /> <br />Planning & Zoning Board 1 <br />September 13, 2017 <br /> <br />Date: September 8, 2017 for September 13, 2017 Meeting <br /> <br />To: Lino Lakes Planning & Zoning Board <br /> <br />From: Charles Rickart PE, PTOE, Transportation Engineer <br /> WSB & Associates, Inc. <br />Subject: Comprehensive Plan Update – Transportation Chapter <br /> <br />On September 13th, the Planning & Zoning Board will be asked to provide input on the Transportation <br />element of the Comprehensive Plan Update. Specific discussion topics for the meeting will include: <br /> <br />Transportation Plan Components – The Transportation Plan is made up of the following sections: <br />A. Goals, Policies and Trends <br />B. Roadway System Plan <br />C. Transit System Plan <br />D. Bicycle and Trail Plan <br />E. Aviation Plan <br />F. Plan Implementation <br />Maintaining and improving a multi-modal transportation system is important to the ongoing <br />economic health and quality of life of the City and it is needed for people to travel easily and safely to <br />work and other destinations, to develop property and to move goods. <br /> <br />Transportation Issues — The 2040 Comprehensive Plan Update Visioning Survey listed 10 issues and <br />asked participants to rank them in the order of importance. The number 1 issue identified was “Improving <br />the roadway system”. <br /> <br />With this in mind, issues have been identified including those from the current Transportation Plan, those <br />identified by City elected officials and staff, and those identified by the public at the information meeting <br />held in June. <br /> <br />Transportation issues identified in the 2030 Comprehensive Plan include: <br />▪ Growing congestion on regional routes such as I -35W and I-35E causing diversion of traffic to <br />county roads and local streets. <br />▪ Increasing traffic and infrastructure needs due to urbanization of the develop ing areas of Lino <br />Lakes, particularly in areas west and southeast of the regional park reserve within the city. <br />▪ Changing transportation needs due to an aging population. <br />▪ Increasing competition for space among modes (i.e., vehicles and bicycle/pedestrian in terests). <br />▪ Limited financial resources needed to maintain and improve the transportation systems as costs <br />are expected to increase.
