<br />Lino Lakes 2040 <br />Comprehensive Plan Update <br /> <br />Planning & Zoning Board 2 <br />September 13, 2017 <br /> <br />In addition to the above issues the attached Figure 6-3 and Figure 6-11 from the Transportation Plan <br />identified congestion issues, access spacing issues and future improvement options. The attached Figure <br />6-14 shows the anticipated Future Roadway System (Post 2030) based on the land use plan assumed in <br />2009. Since the preparation of the 2009 Transportation Plan several of the identified issues have been <br />addressed by either MnDOT, Anoka County or the City. These include: <br /> <br />• Main Street(CSAH 14)/Lake Drive(CSAH 23) intersection signalized – this was listed as congested <br />on the map <br />• Birch Street/Ware Road signalized (part of the CR 34 Corridor Study recommendations) <br />• I35E Interchange at Main Street(CSAH 14) reconstructed <br />• I35E MnPass Lane constructed south of CR J <br />• Park and Ride Lot constructed at I35E north of Main Street (CSAH 14) <br />• Roundabout at 109th Avenue at Sunset Avenue constructed (relieved safety issue) <br />• ICE report nearing completion for Centerville Road/CR J/Ash Street/I35E <br /> <br />Specific roadway issues identified by elected officials, City staff and the public include: <br /> <br />• County Road (CR) J/CR 54 and CR J/Centerville Road Jurisdiction <br />• Ash Street s-curve concept with North Oaks development <br />• CR 49 at CR J <br />• Birch Street – 3 lane roundabouts at Black Duck Road and W. Shadow Lake Drive <br />• North Bypass – CSAH 14 Study <br />• Neighborhood Speeding concerns <br /> <br />It should be noted that with the safety and congestion analysis that will be conducted with the <br />Transportation Plan update, additional issues may be identified. <br /> <br />The questions for the Board are: <br />1. Are these issues appropriate and should they be included with the Transportation Plan update? <br />2. Are there other issues that should be included? <br /> <br />Anoka County Transportation Plan Update — An integral part of the Cities future year (2040) roadway <br />capacity and operational analysis, is input from Anoka County and their future year traffic projections. The <br />County considers the land use plans from each community in determining the forecasts. Earlier this year <br />County staff met with City staff to get input on their plan. <br />Based on recent conversations with County staff they are currently in the process of updating the <br />transportation planning models and anticipated having preliminary forecasts completed by the end of <br />September for review. Once they have the forecasts completed they will proceed with the assessment of <br />issues and identification of potential improvements. They are planning to have a draft plan completed by <br />the end of 2017/ early 2018 for formal agency review. <br />
