TBD <br />WSB PROJECT NO. 2988-080 <br />CITY OF LINO LAKES, MN <br /> <br />ALTERNATIVE CONTROL ANALYSIS <br /> <br />The following traffic control options were studied for the intersection of Centerville Road <br />(CSAH 21/CSAH 59) at Ash Street (CR J): <br /> <br />• All-way stop (Existing Condition) <br />• Traffic signal <br />• Roundabout <br /> <br />The following subsections detail the criteria and analysis used for determining the appropriate <br />traffic control for this intersection. <br /> <br />All-Way Stop Criteria <br /> <br />The existing intersection is control with an all-way stop. Part 2B of the Minnesota Manual on <br />Uniform Traffic Control Devices (MnMUTCD) contains information pertaining to the all-way <br />stop control with criteria relating to vehicular volumes and crash history that define the minimum <br />conditions under which installing an all-way stop could be justified. <br /> <br />Traffic Signal Warrant Analysis <br /> <br />Part 4 of the MnMUTCD contains information pertaining to highway traffic signals, including a <br />series of traffic-signal warrants that define the minimum conditions under which installing a <br />traffic signal could be justified. These traffic signal warrants are considered national guidelines <br />to promote continuity of traffic control devices and to maximize the benefit of traffic signals by <br />selecting the appropriate intersections. The following are the nine MnMUTCD traffic signal <br />warrants: <br /> <br />• Warrant 1 - Eight-Hour Vehicle Volume <br />• Warrant 2 - Four-Hour Vehicle Volume <br />• Warrant 3 - Peak Hour Vehicle Volume <br />• Warrant 4 - Pedestrian Volume <br />• Warrant 5 - School Crossing <br />• Warrant 6 - Coordinated Signal System <br />• Warrant 7 - Crash Experience <br />• Warrant 8 - Roadway Network <br />• Warrant 9 - Intersection Near a Grade Crossing <br /> <br />Twenty-four hours of turning movements were counted on January 6, 2016 and used to perform <br />the warrant analysis. <br /> <br />According to the MnMUTCD, inclusion of right-turn volumes for warrant analysis is dependent <br />on engineering judgment, site factors and turning movement volumes. By applying engineering <br />judgment, right-turn movements on all four approaches of the intersection were removed from <br />the analysis due to the presence of right-turn lanes in each approach. <br />
