CITY COUNCIL
AGENDA ITEM 6H

STAFF ORIGINATOR: Diane Hankee, City Engineer

MEETING DATE: October 9, 2017

TOPIC: Consider Resolution No. 17-116, Approving a Traffic Policy for
the City of Lino Lakes

VOTE REQUIRED: 3/5 Vote Required

INTRODUCTION

Staff is requesting Council approval of a Traffic Policy for the City of Lino Lakes.

BACKGROUND

Staff established an internal Traffic Safety Committee in 2013 to address traffic related issues
within the City. The committee includes staff from the Engineering, Community Development,
Public Services and Public Safety departments.

To assist with the review of traffic related issues, the committee has drafted a Traffic Policy
document. The purpose of the document is to establish uniform processes and procedures for
evaluating speed, safety and signage requests. The policy is based on the guidelines and
recommendations contained in the most current version of the Minnesota Manual Of Uniform
Traffic Control Devices (MnMUTCD).

The City currently practices the procedures laid out in the Traffic Policy. Recently on Arlo Lane
staff used the methodology outlined in the Traffic Policy to evaluate a stop sign request and
speed analysis.

Adopting the policy will provide improved communication and methods for addressing traffic
related requests. The policy will also aid in educating those not familiar with traffic guidelines
and regulations.

RECOMMENDATION

Staff recommends adoption of Resolution No. 17-116 Approving a Traffic Policy for the City of
Lino Lakes.

ATTACHMENTS

1. Resolution No. 17-116
2. Traffic Policy
