COUNCIL MINUTES September 25, 2017 <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br /> 4 <br />DATE : September 25, 2017 5 <br />TIME STARTED : 6:30 p.m. 6 <br />TIME ENDED : 7:25 p.m. 7 <br />MEMBERS PRESENT : Council Member Rafferty, Kusterman, Maher, 8 <br /> Manthey, and Mayor Reinert 9 <br />MEMBERS ABSENT : 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; Community Development Director Michael 12 <br />Grochala; Director of Public Safety John Swenson; Finance Director Sarah Cotton; City Planner Katie 13 <br />Larsen; City Engineer Diane Hankee; and City Clerk Julie Bartell 14 <br /> 15 <br />PUBLIC COMMENT 16 <br /> 17 <br />Norma Heuer, 8289 20th Avenue N, addressed the council regarding an asphalt plant planned for the 18 <br />City of Columbus, about a half block from her home. She explained that the proposed plant will now 19 <br />also be a cement plant, thus creating additional traffic, pollution, etc. She asked what the City of 20 <br />Lino Lakes can do for its residents who will be impacted by the proposed development. Mayor 21 <br />Reinert noted that the proposed development mentioned by Ms. Heuer is becoming less and less 22 <br />palatable for this city. Community Development Director Grochala noted that he is not aware of the 23 <br />proposed change to the development (adding cement production). Ms. Heuer remarked that traffic to 24 <br />and from the plant (large trucks) will be funneled from one point and will have a bad impact on the 25 <br />residents. Director Grochala explained that the impacted roadway is maintained by Anoka County so 26 <br />there will be a traffic study required. 27 <br /> 28 <br />Mayor Reinert directed staff to report on the matter at the next work session, with information on 29 <br />increased activity planned. He reiterated his contact with the City of Columbus elected officials at 30 <br />which time he learned of their high interest in the development; it surprised him they were interested 31 <br />in such a development. He noted that the nearby Running Aces facility is strongly opposed to the 32 <br />plant. 33 <br /> 34 <br />SETTING THE AGENDA 35 <br /> 36 <br />The agenda was approved as presented. 37 <br /> 38 <br />SPECIAL CEREMONY 39 <br /> 40 <br />Firefighters Boonstra, Lindahl and Stalker took the Oath of Fire Service. 41 <br /> 42 <br />Officer Connor Williams took the Oath of Police Service. 43 <br /> 44
