Motion carried on a voice vote. 51 <br /> 52 <br />ITEM ACTION 53 <br /> 54 <br />Consideration of Expenditures: 55 <br /> 56 <br />September 25, 2017 (Check No. 106729 – 106819) 57 <br />in the amount of $740,349.08 Approved 58 <br /> 59 <br />September 5, 2017 Council Work Session Minutes Approved 60 <br /> 61 <br />September 11, 2017 Council Meeting Minutes Approved 62 <br /> 63 <br />FINANCE DEPARTMENT REPORT 64 <br /> 65 <br />The following items were reviewed by the Finance Director, Sarah Cotton. They represent adoption 66 <br />of a preliminary budget (including a maximum levy and tax rate), setting of a public hearing and 67 <br />cancelling the levy of funds for debt service where those funds are not needed. 68 <br /> 69 <br />Mayor Reinert noted that this action represents approval of a preliminary budget that can go down but 70 <br />not up. He acknowledged the hard work of the council and staff in bringing forward a good and lean 71 <br />budget that brings down the tax levy, with the knowledge that revenues have gone up for the city and 72 <br />there are increased property values. 73 <br />2A) Consider Resolution No. 17-102, Adopting the Preliminary 2017 Tax Levy, Collectible in 74 <br />2018 75 <br />Council Member Rafferty moved to approve Resolution No. 17-102 as presented. Council Member 76 <br />Maher seconded the motion. Motion carried on a voice vote. 77 <br />2B) Consider Resolution No. 17-103, Setting the Date and Time for a Public Hearing for the 78 <br />Proposed 2018 Operating Budget and 2017 Tax Levy, Collectible in 2018 79 <br />Council Member Kusterman moved to approve Resolution No. 17-103 as presented. Council 80 <br />Member Manthey seconded the motion. Motion carried on a voice vote. 81 <br />2C) Consider Resolution No. 17-104, Canceling the 2017/2018 Debt Service Tax Levy for 82 <br />G.O. Tax Increment Financing Bond, Series 2007A 83 <br />Council Member Maher moved to approve Resolution No. 17-104 as presented. Council Member 84 <br />Rafferty seconded the motion. Motion carried on a voice vote. 85
