COUNCIL MINUTES October 9, 2017 <br />DRAFT <br />4 <br />Mayor Reinert remarked to the applicant (who was present) that he is pleased the property works so 135 <br />much better for the use proposed. He asked Ms. Larsen to review the screening requirements as well 136 <br />as where equipment would be stored. Ms. Larsen reported no concerns from neighbors. 137 <br />Council Member Rafferty said he recently visited the area and he’s thankful that the city can provide an 138 <br />area and keep a good family in the city. 139 <br />Council Member Kusterman moved to approve Resolution No. 17-100 as presented. Council Member 140 <br />Manthey seconded the motion. Motion carried on a voice vote. 141 <br />6D) Consider Resolution No. 17-114 Accept Quotes for the Birch Street Trail Replacement 142 <br />Project and the Century Farms Trail Project – Mr. Bourassa reviewed the written staff report. 143 <br />Quotes have been received on the trail replacement project (area showed on overhead). The need for 144 <br />replacement was reviewed as well as the inclusion of ADA improvements to the trails. He reviewed 145 <br />the engineer’s estimate which was just over the quote received. Staff recommends award of the 146 <br />project contract to the low quoter. 147 <br />Council Member Rafferty asked if there is any concern about performing trail work in the fall (cooler 148 <br />weather). Mr. Bourassa noted that there is always special care taken to follow technical 149 <br />specifications when work is conducted in the fall. If the weather were to turn bad, the project would 150 <br />be pushed back. Council Member Rafferty noted that he is proud of staff for addressing the situation 151 <br />at Century Farms North and getting their trail on the schedule. 152 <br />Council Member Rafferty moved to approve Resolution No. 17-114 as presented. Council Member 153 <br />Manthey seconded the motion. Motion carried on a voice vote. 154 <br />6E) Consider Resolution No. 17-112 Accepting Quotes and Awarding a Construction 155 <br />Contract, 2017 Surface Water Project – Brian Bourassa, WSB & Associates, reviewed the written 156 <br />report. Staff is presenting a proposed project for this year as well as recommending acceptance of the 157 <br />low quote to implement the project. 158 <br />Council Member Manthey noted that the city engineer had indicated that there would probably be 159 <br />only one quote, based on that company’s work and experience. 160 <br />Council Member Kusterman wondered if the fact that one company continually wins the bid is a 161 <br />concern; is it too non competitive. Mr. Bourassa suggested that next year staff will make more effort 162 <br />to identify contractors that would be a good fit for this type of project. 163 <br />Council Member Manthey moved to approve Resolution No. 17-112 as presented. Council Member 164 <br />Kusterman seconded the motion. Motion carried on a voice vote. 165 <br />6F) Consider Resolution No. 17-113 Accepting Quotes and Awarding a Contract, Bald Eagle 166 <br />Boulevard, Driver Feedback Signs – Brian Bourassa, WSB & Associates, reviewed the written staff 167 <br />report. This project is coming forward at the request of the council. Community Development 168 <br />Director Grochala noted that the contract is about two hot spots identified through speed studies that 169 <br />need these driver awareness signs. Mr. Grochala noted that the cost of the work would be funded 170 <br />from the council contingency account because there is no fund set aside for this specific use. Mayor 171 <br />Reinert asked why not a street or public safety account? Staff indicated that there was no budgeted 172 <br />funds in either of those areas to cover this. 173 <br />Council Member Kusterman noted that a company from Sacramento California is involved. Mr. 174 <br />Bourassa explained that the equipment will be provided by that company and installed by city staff. 175
