COUNCIL MINUTES October 9, 2017 <br />DRAFT <br />3 <br />- The council’s past discussions about the Lennar proposal; concerns that arose; 91 <br />- Lennar’s response to the city’s concerns; 92 <br />- Staff suggestion to break the project into steps; 93 <br />- Staff’s current request for approval of the land use plan for the Lennar development; 94 <br />- Review of land use plan, indicating types of housing product that would be built and where; 95 <br />similiarity of the two proposals (Mattamy and Lennar); 96 <br />- A comparison of the land use proposed by Mattamy and Lennar; 97 <br />- A review of the zoning, subdivision and Comprehensive Plan implications; 98 <br />- The request for an extension for submital of the final plat; 99 <br />- Planning and Zoning Board action. 100 <br /> 101 <br />Mayor Reinert noted that Lennar has modified their plans in response to the council’s concerns. He 102 <br />stated that he is happy to have Lennar, a nationally recognized builder, involved. He noted the 103 <br />limited request for action at this time. He noted that this is a large development and must be done 104 <br />right. 105 <br /> 106 <br />Council Member Rafferty recognized Lennar’s work to take on a development and fit that into their 107 <br />business plans. That is not an easy task. He is happy Lennar has good staff involved and he also 108 <br />recognized city staff for their work in bringing this forward. He later added his thanks to the Public 109 <br />Safety staff for working through the plans. 110 <br /> 111 <br />Mayor Reinert noted the development lay out; he favors the inclusion of water areas in the plans 112 <br />because that fits this city. 113 <br /> 114 <br />Council Member Manthey thanked Lennar for sticking with the original layout – it’s an easier 115 <br />consideration for the council than if everything were changed. 116 <br /> 117 <br />Council Member moved to approve Resolution No. 17-95 as presented. Council Member Kusterman 118 <br />seconded the motion. Motion carried on a voice vote. 119 <br /> 120 <br />Council Member Rafferty moved to approve Resolution No. 17-96 as presented. Council Member 121 <br />Manthey seconded the motion. Motion carried on a voice vote. 122 <br /> 123 <br />6B) Century Farm North (Item pulled from agenda at meeting) 124 <br /> 125 <br />6C) Consider Resolution No. 17-100 Approving Conditional Use Permit for Home Occupation 126 <br />Permit Level C at 426 Pine Street – City Planner Larsen recalled a previous discussion this year for a 127 <br />similar use by the same applicant but at a different address on Pine Street; the council did deny that 128 <br />request. The applicant is now proposing the same use at a locaiton that would address many of the 129 <br />concerns that were heard upon his initial request. The site proposed is a former bike arena but that is 130 <br />no longer the use. 131 <br />Ms. Larsen reviewed the requirements for the home occupation proposed. On an aerial photo, she 132 <br />noted how the structures and areas are proposed to be used. The Planning and Zoning Board 133 <br />recommendation as well as conditions of the use were explained. 134
