CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee and Katy Thompson, City Engineers <br /> <br />MEETING DATE: November 27, 2017 <br /> <br />TOPIC: Consider Resolution No. 17- 127, Approving <br />Northeast Lino Lakes Comprehensive Stormwater <br />Management Plan <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to approve the Northeast Lino Lakes Comprehensive <br />Stormwater Management Plan. <br /> <br />BACKGROUND <br /> <br />The Northeast Lino Lakes Drainage Improvement Project is in the northeast area of Lino Lakes <br />bounded by Main Street to the south, the City of Hugo to the east, Peltier Lake to the west, and <br />Rehbein Street to the north. The site is approximately 1,350 acres and is largely agricultural or <br />undeveloped within the City of Lino Lakes. <br /> <br />The surface water in this area is effectively landlocked, with the only the aging agricultural field <br />drains, installed in the early 20th century, providing drainage in the region. These agricultural <br />drains are at capacity and unable to meet the demands of future development within the <br />watershed, consistent with the City of Lino Lake’s 2030 Comprehensive Plan. <br /> <br />As allowed under Rice Creek Watershed District (RCWD) Rule C.5(f), this Comprehensive <br />Stormwater Management Plan (CSMP) is presented as an alternative means to meet the <br />requirements of Rule C.6 (Water Quality Treatment) and Rule C.7 (Peak Stormwater Runoff <br />Control) for future development in this area, anticipated to be completed in several phases, using <br />a regional stormwater management approach. <br /> <br />The CSMP identifies RCWD permit approvals for future development in the Northeast Lino <br />Lakes Drainage Improvement area, provide landowners with options for managing their <br />stormwater runoff in the future, and provide a framework to distribute future regional treatment <br />benefits and requirements amongst future developments, so no single project is burdened with <br />more challenges in meeting the RCWD requirements. <br /> <br />Once approved by the City Council the CSMP will be submitted the RCWD for their review and <br />approval.
