RCWD who will review their Chain of Lakes system modeling. They will review elevations <br />and impacts that changing a lake level has on both upstream and downstream watersheds. The <br />agencies will include the impact to the flood elevation of Reshanau Lake. A lake level change <br />could result in additional properties being within a new Federal Emergency Management <br />Agency flood zone. The permitting for this type of request typically takes multiple years. <br /> <br />At the last neighborhood meeting residents were interested in testing their wells. The City <br />provided well testing kits to each property owner in both neighborhoods. We are hoping to <br />receive feedback on the results at the upcoming neighborhood meeting <br /> <br />West Shadow Lake Area <br /> <br />Area residents have previously expressed interest in the extension of municipal sewer and <br />water as part of the project. The existing septic systems are aging and the lot sizes may limit <br />the ability to replace systems cost effectively. Currently there are systems that are located in <br />the public right of way which will need to be considered with the roadway reconstruction <br />project. Extending sanitary sewer would improve the water quality within the watershed and <br />specifically Reshanau Lake which is an impaired water. The septic system age is as follows, <br />note the majority of these systems do not meet current standards and are considered non- <br />compliant: <br /> <br />Number of Systems: 62 <br />0-5 Years Old: 5% <br />5-10 Years Old: 8% <br />10-15 Years Old: 8% <br />15-20 Years Old: 6% <br />20+ Years Old: 73% <br /> <br />The Minnesota Department of Health had 49 wells on record. The well age is as follows: <br /> <br />Number of Wells 49 <br />10-15 Years Old 2% <br />15-20 Years Old 2% <br />20-25 Years Old 10% <br />25-30 Years Old 10% <br />30+ Years Old 76% <br /> <br />The extension of both municipal utilities would provide property owners the opportunity to <br />subdivide their parcels. There are approximately 9 subdividable parcels with a majority of <br />them located on the west side of West Shadow Lake Drive. <br /> <br />If municipal utilities are extended in the West Shadow Lake area, the project costs would be <br />covered by either special assessments or connection charges. The extension of municipal <br />utilities will ultimately be up to the property owners. The procedure for assessing beneficial <br />properties is governed by Minnesota State Chapter 429 and the City’s Charter. The first step is <br />being considered tonight. A Report on Improvements (Amending May 8, 2017 Feasibility <br />Report) including the project cost, preliminary design and a proposed assessment roll will be <br />presented to Council on December 11, 2017. The Public Hearing would then be held in <br />January of 2018.
