3 <br /> <br />The November 8, 2017 Planning & Zoning Staff Report noted that PID # 18-31-22-34-0002 <br />and PID # 18-31-22-34-0012 shall be combined. These parcels were combined at Anoka <br />County on November 17, 2017. <br /> <br />Grading Plan and Stormwater Management <br /> <br />This project proposes to construct 4,356± sf of new impervious surface area. The area of the <br />proposed church rectory/single family drains to the southwest to a 15” storm sewer pipe. The <br />City Engineer has reviewed the site plan and does not see any issues. Detailed grading plans <br />will be submitted and reviewed with the building permit application. <br /> <br />A stormwater maintenance agreement is not required. <br /> <br />Public Utilities <br /> <br />The site is served by municipal 16” watermain and 24” sanitary sewer main along Willow Pond <br />Trail. The proposed church rectory/single family house will hook-up to the existing 8” <br />watermain service and 6” sanitary sewer service located north of the house. These utilities <br />have capacity to handle one single family home. <br /> <br />Landscaping and Tree Preservation Plan <br /> <br />A 50 foot wide tree stand exists along the west property line and will not be disturbed by <br />construction. Other significant trees (spruce, maples, elm) are noted on the survey near the <br />location of the proposed single family home and they will not be disturbed. Canopy cover, <br />foundation landscaping, open area landscaping or boulevard trees will not be required. <br /> <br />Architectural Plans and Exterior Building Materials <br /> <br />The church rectory/single family home meets the requirements of Section 1007.043(2)(a) <br />regarding Building Type and Construction for Single Family Dwellings. The church <br />rectory/single family home has a main floor area of 1,929 sf and has 3 bedrooms and 3 <br />bathrooms. The porch, patio and garage area is 1,177 sf for a total building footprint of 3,106 <br />sf. It is a single level, slab on grade home. The exterior will be vinyl siding with brick accents <br />on the façade. Siding color will be neutral in color with taupe/earth tones to compliment the <br />other structures on campus. <br /> <br />Signage <br /> <br />No new signage is proposed. <br /> <br />Impervious Surface Coverage <br /> <br /> Pre-Development Post-Development <br />Impervious 6.58 acres (36.9%) 6.68 acres (37.5%) <br />Pervious 11.24 acres (63.1%) 11.14 acres (62.5%)
