CITY COUNCIL <br />AGENDA ITEM 4A <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: February 13, 2017 <br /> <br />TOPIC: 2017 Fire Apparatus Purchases <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Lino Lakes Public Safety Department is requesting council approval to: <br />1. Authorize Custom Fire to build-out the second Quick Attack Engine for a total cost of <br />$183,357; <br />2. Purchase a used 2004 E-One Cyclone II Bronto 114’ Rescue Ladder Platform from the <br />Mdewakanton Fire Department and needed equipment, not to exceed $380,000; <br />3. Refurbish Tender 11 and Tender 21 for $12,500 each. <br /> <br />BACKGROUND <br /> <br />Staff has evaluated the current fire apparatus, the fire response needs of our community, the <br />availability of equipment, and available funding to create a fire replacement plan for fire <br />apparatus. <br /> <br />Staff has presented and discussed fire apparatus and replacement with Council on January 4, <br />2016, August 1, 2016, during the 2016 3rd Quarter Public Safety Department Update, and as <br />part of the 2017 budget discussion. <br /> <br />In 2016, Council authorized the purchase of two Ford F650 chassis and build-out of one Quick <br />Attack Engine. The total Council approved expenditure for these purchases in 2016 was <br />$297,820. Custom Fire is estimating the first Quick Attack Engine will be completed in early <br />March 2017. <br /> <br />Staff is seeking Council approval to build-out the second Quick Attack Engine ($183,357) and <br />purchase a used 114-foot aerial from the Mdewakanton Fire Department ($300,000). Staff is <br />also seeking Council authorization to spend up to $80,000 to equip this aerial with needed <br />equipment, replace tires, and test and certify the pump and aerial device as required by NFPA. <br /> <br />The build-out of the second Quick Attack Engine and purchase of a used aerial would address <br />two major issues: <br />1. Decrease the amount spent on fire apparatus repairs. In 2016 repairs on all fire <br />apparatus totaled $70,285.96. <br />2. The purchase of this used aerial that is equipped with a 114-foot aerial device would <br />address the deficiencies and operational concerns of the A11 that were presented to <br />Council on August 1, 2016. <br />
