14 <br />analysis will determine if adequate infrastructure is available and what utility <br />extensions and transportation improvements are required to support new <br />development. <br /> <br />The City Engineer reviewed the existing infrastructure and determined it is adequate for <br />the addition of one single family home. White Pine Road and Baldwin Lake Road are <br />classified as minor collector roads and can adequately handle capacity for one more <br />single family home. <br /> <br />e. There must be a commitment that the development will pay its proportionate <br />share of infrastructure improvement costs associated with development. <br /> <br />The developer will be responsible for any trunk fees associated with the project. No new <br />utility or street improvements are required. <br /> <br />Rezoning <br /> <br />Per Section 1007.015(5), the Planning and Zoning Board shall consider possible adverse <br />effects of the proposed amendment. Its judgement shall be based upon, but not limited <br />to, the following factors: <br /> <br />(a) The proposed action has been considered in relation to the specific policies <br />and provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br /> <br />Erickson Estates is consistent with the official City Comprehensive Plan with the <br />proposed amendments as detailed in this staff report. <br /> <br />(b) The proposed use is or will be compatible with present and future land uses <br />of the area. <br /> <br />Erickson Estates is compatible with present and future land uses of the area. Land uses <br />surrounding the subject site are guided for low density residential development, urban <br />reserve and parks. <br /> <br />(c) The proposed use conforms with all performance standards contained <br />herein. <br /> <br />Erickson Estates conforms will all performance standards as detailed in this staff report. <br /> <br />(d) The proposed use can be accommodated with existing public services and <br />will not overburden the City’s service capacity. <br /> <br />Erickson Estates can be accommodated with existing public services. The proposed one <br />single family home will not overburden the City’s service capacity for either water or <br />sanitary sewer.
