He reviewed the 66 <br />process used to consider promotions. He announced the names and their proposed assignment. 67 <br /> 68 <br />Council Member Kusterman moved to approve the promotion of Derek Sadowski, Kevin Sweeney, 69 <br />Brooke Jacobson, and Jeff Frid as recommended. Council Member Rafferty seconded the motion. 70 <br />Motion carried on a voice vote. 71 <br /> 72 <br />PUBLIC SERVICES DEPARTMENT REPORT 73 <br /> 74 <br />There was no report from the Public Services Department. 75 <br /> 76 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 77 <br />6A) Consider Resolution 16-60, Authorizing Application for Abatement/Addition of Special 78 <br />Assessment, 550 Lilac Street – Community Development Director Grochala reviewed his written staff 79 <br />report, noting that this matter has been discussed several times by the council. It involves an assessment 80 <br />for SAC charges against a property; that assessment is disputed by an individual who purchased the 81 <br />property after the charges were brought. As directed by the council, staff has worked out an agreement 82 <br />with the property owner to split the assessment (minus late fees). The negotiated cost to the property 83 <br />owner will be assessed in installments over a five year period. 84 <br />Council Member Kusterman noted that this is a result that comes from both sides understanding the cost 85 <br />of litigation and he believes the result is fair to the city and to the business owner. 86 <br />Council Member Kusterman moved to approve Resolution No. 16-60 as presented. Council Member 87 <br />Manthey seconded the motion. Motion carried on a voice vote.. 88 <br />6B) Consider Resolution No. 16-62, Accepting Feasibility Study, NE Drainage Area Study – 89
