COUNCIL MINUTES June 27, 2016 <br />DRAFT <br />3 <br />Katy Thompson, WSB, presented a brief summary of what would be included in the proposed NE 90 <br />Lino Drainage Area Study and explained the following: 91 <br />- Background of the area that impacts water drainage; 92 <br />- History of the current study – revisions and the involvement of the Rice Creek Watershed 93 <br />District (RCWD); 94 <br />- Alternatives to deal with drainage and how they have been evaluated; 95 <br />- Update of water quality calculations, revised to use Minnesota Stormwater Manual standards; 96 <br />- Alignment- process used to determine the best option (alignment shown on map); 97 <br />- Next steps were reviewed. 98 <br />Mayor Reinert noted that the matter has been reviewed several times by the Council. 99 <br />Council Member Kusterman moved to approve Resolution No. 16-62 as presented. Council Member 100 <br />Manthey seconded the motion. Motion carried on a voice vote. 101 <br />6C) Watermark PUD Residential Community 102 <br />i) Consider Second Reading of Ordinance No. 04-16 to Rezone Property from R, Rural and 103 <br />R-BR, Rural-Business Reserve to PUD-Planned Unit Development 104 <br />City Planner Larsen noted that the council thoroughly reviewed this project at their last meeting and, at 105 <br />that time, approved several actions. First reading of this ordinance was approved and is now presented 106 <br />for second reading and passage. 107 <br />Council Member Kusterman moved to waive the full reading of Ordinance No. 04-16 as presented. 108 <br />Council Member Rafferty seconded the motion. 109 <br />Council Member Kusterman moved to approve 2nd Reading and adoption of Ordinance No. 04-16 as 110 <br />presented. Council Member Manthey seconded the motion; Motion carried: Yeas, 4; Nays none. 111 <br />Council Member Maher was absent. 112 <br />6D) Arnt Construction Company, Inc. Temporary Batch Plant, Katie Larsen 113 <br />i) Consider Resolution No. 16-58 Approving Interim Use Permit for Temporary Batch Plant 114 <br />ii) Consider Resolution No. 16-59 Approving Site Improvement Performance Agreement 115 <br />City Planner Larsen noted that Mr. Arnt approached the council several months ago asking that his 116 <br />request for permission to operate a temporary batch plant be considered. There were outstanding 117 <br />issues at that time (relating to stormwater management, site performance, truck routes) but staff has 118 <br />worked through those issues with Mr. Arnt and he has since submitted the necessary applications. 119 <br />Ms. Larsen used an overhead view to explain the location of the temporary batch plant and the time 120 <br />span proposed for its use (the product of the plant will be used by MnDOT for it’s I-35E project). 121 <br />There is not a finite date from the requestor but staff has included an end date. She reviewed where 122 <br />trucks utlizing the facility will be allowed to travel. 123 <br />The action requested includes approval of a Interim Use Permit and a Site Improvement Performance 124 <br />Agreement in a standard form. 125
