COUNCIL MINUTES June 27, 2016 <br />DRAFT <br />4 <br />Mr. Arnt added that he has spoken with Doug Fisher from Anoka County Engineering and he has no 126 <br />issues with the road plans. Use of the site by PCI is connected to road repairs and convenience. He 127 <br />noted one parcel involved that is rented. He used a map to indicate how trucks will move in and out 128 <br />and where materials will be piled. He explained techniques they are using to keep their pile from 129 <br />becoming too large. He would like to be able to allow trucks to go south on Otter Lake Road. He 130 <br />pointed out that this is a shorter project since it’s just dealing with the MnPass lane. Also Mr. Arnt 131 <br />said he prefer to provide a bond rather than the credit requested. Community Development Director 132 <br />Grochala explained that there are certain requirements for public projects and it’s recommended what 133 <br />should be provided other than a bond which is basically insurance and would require a claim if 134 <br />instituted. 135 <br />Planner Larsen reviewed the hours that plant operations would be allowed. 136 <br />The council discussed the change in truck route requested. Mayor Reinert noted it shouldn’t be a 137 <br />problem with the approval of the county in place and with such a short time span for the project (eight 138 <br />days). Council Member Rafferty asked for staff comment since they are recommending a different 139 <br />route (north on Otter Lake Road). City Engineer Hankee noted that there are already complaints 140 <br />coming in with construction in the area; she understands the need to get this project done and 141 <br />recommends that a balance be found. Community Development Director Grochala noted that there 142 <br />will be construction traffic on that section of Otter Lake Road with or without this project. The 143 <br />Planning and Zoning board directed staff to work with the applicant on a solution. Mr. Arnt said he 144 <br />could work to keep his trucks off of that southern route to lessen the impact. Engineer Hankee 145 <br />suggested that communication is a part of the plan. 146 <br />Council Member Kusterman moved to approve Resolution No. 16-58 amended to allow the truck 147 <br />routes both north and south, limited to one hundred per day. Council Member Manthey seconded the 148 <br />motion. Motion carried on a voice vote. 149 <br />Council Member Rafferty moved to approve Resolution No. 16-59 as presented. Council Member 150 <br />Kusterman seconded the motion. Motion carried on a voice vote. 151 <br />6E) Consider Resolution No. 16-61, Calling for Hearing on Tax Increment Financing Plan, 152 <br />Clearwater Creek Business Park – Community Development Director Grochala explained that United 153 <br />Properties is proposing a warehouse project (location described). As part of that project, 21st Avenue 154 <br />would be extended. To assist with the development, the developer has submitted an application for tax 155 <br />increment financing. The application is currently under review by staff and counsel. Part of the process 156 <br />would be establishment of a district and plan and review by impacted jurisdictions, as well as a public 157 <br />hearing. Staff is proposing that the council set that public hearing date. 158 <br />Mayor Reinert noted that this is simply setting a hearing and more discussion is planned on this matter. 159 <br />Council Member Kusterman moved to approve Resolution No. 16-61 as presented. Council Member 160 <br />Rafferty seconded the motion.
