COUNCIL MINUTES February 11, 2013 <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br /> 4 <br />DATE : February 11 , 2013 5 <br />TIME STARTED : 6:30 p.m. 6 <br />TIME ENDED : 6:50 p.m. 7 <br />MEMBERS PRESENT : Council M ember Stoesz , O’Donnell, Rafferty , 8 <br /> Roeser , and Mayor Reinert 9 <br />MEMBERS ABSENT : none 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson ; Community Development Director Mi chael 12 <br />Grochala; Chief of Police John Swenson; City Attorney Joseph Langel; and City Clerk Julie Bartell 13 <br /> 14 <br />PUBLIC COMMENT 15 <br /> 16 <br />Charlie Swanson, 1210 Buckthorn Lane, address ed the council regarding his concern about pet 17 <br />owners not picking up their pet’s waste. It’s been a long -standing problem in his neighborhood and 18 <br />he was promised previously that waste holder dispensers would be installed but it never happened. 19 <br />He has spo ken with the Police Department but the Community Service Officer who assisted had no 20 <br />idea what the city fine is for not picking up. In his area, neighbors are using a field across the way as 21 <br />a bathroom for their dogs and not picking up the waste. Counc il Member Rafferty noted that there 22 <br />has been a similar problem in his neighborhood; his HOA paid for the special boxes and it has helped 23 <br />somewhat. 24 <br /> 25 <br />Mayor Reinert aske d that the matter be put on a work session agenda and the council asked to add the 26 <br />mat ter of leash regulations to that discussion. Police Chief Swenson added that the Police 27 <br />Department is working on a YouTube video for animal control information; it should be available 28 <br />soon (March/April). 29 <br /> 30 <br />SETTING THE AGENDA 31 <br /> 32 <br />The agenda was approved as pre sented. 33 <br /> 34 <br />CONSENT AGENDA 35 <br /> 36 <br />Council Member Rafferty moved to approve the Consent Agenda, Items 1A through1D, as presented . 37 <br />Council Member Stoesz seconded the moti on.
