It includes some recent language changes in franchises, most not substantive, but one 65 <br />having to do with restoration of public grounds and another removing the requirement for 66 <br />construction performance bonds. Staff is recommending approval of first reading. 67 <br /> 68 <br />Council Member O’Donnell moved to approve first reading of Ordinance No. 06 -12 as presented. 69 <br />Cou ncil Member Roeser seconded the motion. Motion carried on a unanimous voice vote. 70 <br /> 71 <br />PUBLIC SAFETY DEPARTMENT REPORT 72 <br /> 73 <br />There was no report from the Public Safety Department. 74 <br /> 75 <br />PUBLIC SERVICES DEPARTMENT REPORT 76 <br /> 77 <br />There was no report from the Public Services Dep artment. 78 <br /> 79 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 80 <br /> 81 <br />Item 6A was removed from the agenda. 82 <br /> 83 <br />6B) Resolution No. 13 -12, Joint Powers Agreement with Anoka County regarding the I35W 84 <br />Pedestrian Bridge project – Community Development Director Grochala explained that the council 85 <br />previously approved the plans and specifications for this project that is expected to be completed by 86 <br />fall 2013. The agreement before the council sets forward the responsibilities of the different 87 <br />jurisdictions. The project is fully fund ed by the federal government and Anoka County. The city’s 88 <br />responsibilities will be maintenance on either side of the bridge (including long term maintenance). 89 <br /> 90
