COUNCIL MINUTES March 11, 2013 DRAFT 3 91 6 B) Forest View Acre s 2nd Addition, Resolution No. 13 -2 6, Approving Final Plat, Forest 92 View Acres 2nd Addition – Community Development Director Grochala explained that the 93 resolution would approve the final plat (the development agreement approval will be considered in 94 the future) for Forest View Acres (aka R ademacher development). The city attorney has approved 95 the plat and staff is recommending approval with one condition - that the development agreement 96 must also receive approva l prior to release of the final and signed plat. 97 98 Council Member O’Donnell move d to approve Resolution No. 13 -26 as presented. Council Member 99 Roeser seconded the motion. Motion carried on a unanimous voice vote. 100 101 6 C) Resolution No. 13 -28, Accepting Bids and Awarding Contract, Otter Lake Road 102 Extension Project – City Engineer Wedel reported that 11 bids were received and opened on 103 February 26. The low bid was received from a local company, Arndt Construction. That bid is below 104 the engineer’s estimate. Council Member Roeser highlighted the savings to the project by receipt of a 105 bid well under the estimate. 106 107 Council Member Roeser moved to approve Resolution No. 13 -28 as presented. Council Member 108 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 109 110 6 D) Resolution No. 13 -29, Authorizing Update of Pavement M anageme nt Plan – Community 111 Development Director Grochala explained that the city’s Pavement Management Pla n (PMP) was 112 prepared in 2004. Since that time staff has continued rating streets of the city so that element has 113 evolved – this request would recalibrate/op timize the plan and look at budgeting scenarios. There is a 114 budgeted amount each year for sealcoating and mill and overlay but reconstruction is not included. 115 This report will help the city decide on the best improvements for the money. Mayor Reinert ad ded 116 that the life of a city roadway can be doubled with proper maintenance. Council Member Stoesz 117 remarked that trail maintenance isn’t mentioned and he wonders if that will be included in the study? 118 Mr. Grochala responded that the Plan will not i nclude trails but they are maintained by the city’s 119 Parks Division. 120 121 Council Member O’Donnell moved to approve Resolution No. 13 -29 as presented . Council Member 122 Roeser seconded the motion.
