COUNCIL MINUTES March 11, 2013 <br />DRAFT <br />3 <br /> 91 <br />6 B) Forest View Acre s 2nd Addition, Resolution No. 13 -2 6, Approving Final Plat, Forest 92 <br />View Acres 2nd Addition – Community Development Director Grochala explained that the 93 <br />resolution would approve the final plat (the development agreement approval will be considered in 94 <br />the future) for Forest View Acres (aka R ademacher development). The city attorney has approved 95 <br />the plat and staff is recommending approval with one condition - that the development agreement 96 <br />must also receive approva l prior to release of the final and signed plat. 97 <br /> 98 <br />Council Member O’Donnell move d to approve Resolution No. 13 -26 as presented. Council Member 99 <br />Roeser seconded the motion. Motion carried on a unanimous voice vote. 100 <br /> 101 <br />6 C) Resolution No. 13 -28, Accepting Bids and Awarding Contract, Otter Lake Road 102 <br />Extension Project – City Engineer Wedel reported that 11 bids were received and opened on 103 <br />February 26. The low bid was received from a local company, Arndt Construction. That bid is below 104 <br />the engineer’s estimate. Council Member Roeser highlighted the savings to the project by receipt of a 105 <br />bid well under the estimate. 106 <br /> 107 <br />Council Member Roeser moved to approve Resolution No. 13 -28 as presented. Council Member 108 <br />Rafferty seconded the motion. Motion carried on a unanimous voice vote. 109 <br /> 110 <br />6 D) Resolution No. 13 -29, Authorizing Update of Pavement M anageme nt Plan – Community 111 <br />Development Director Grochala explained that the city’s Pavement Management Pla n (PMP) was 112 <br />prepared in 2004. Since that time staff has continued rating streets of the city so that element has 113 <br />evolved – this request would recalibrate/op timize the plan and look at budgeting scenarios. There is a 114 <br />budgeted amount each year for sealcoating and mill and overlay but reconstruction is not included. 115 <br />This report will help the city decide on the best improvements for the money. Mayor Reinert ad ded 116 <br />that the life of a city roadway can be doubled with proper maintenance. Council Member Stoesz 117 <br />remarked that trail maintenance isn’t mentioned and he wonders if that will be included in the study? 118 <br />Mr. Grochala responded that the Plan will not i nclude trails but they are maintained by the city’s 119 <br />Parks Division. 120 <br /> 121 <br />Council Member O’Donnell moved to approve Resolution No. 13 -29 as presented . Council Member 122 <br />Roeser seconded the motion.
