CITY COUNCIL WORK SESSION
APPROVED
March 26, 2018
1 CITY OF LINO LAKES
2 MINUTES
3
4 DATE : March 26, 2018
5 TIME STARTED 6:00 p.m.
6 TIME ENDED 6:25 p.m.
7 MEMBERS PRESENT Council Member Rafferty (arrived 6*10),
8 Maher, Manthey, Stoesz and Mayor Reinert
9 MEMBERS ABSENT None
10
11 Staff members present: City Administrator Jeff Karlson; Community Development
12 Director Michael Grochala; City Planner Katie Larsen; City Clerk Julie Bartell
14 1. Schedule Dates to Interview Law Firms —Administrator Karlson noted that he
15 has provided the proposals for attorney services to the council members. The council
16 should establish a time to interview the four firms that were selected at the last work
17 session. He suggests that each interview would be a minimum of one-half hour.
18
19 The council concurred that they will do one interview on April 9 (prior to the council
20. meeting) and finish up the rest at a special session on April 16.
21
22 2. Review Regular Council Agenda of February 12, 2018 — The agenda was
23 reviewed and there were no changes.
24
25 Item 3A — Massage Therapy Licensing — City Clerk Bartell explained that staff is
26 forwarding the requests for individual and enterprise massage therapy licenses. The
27 process brings them forward for council consideration.
28
29 Item 6a —Brian Bourassa, WSB &Associates, reviewed the written report. This is the
30 final payment for the 2015 Storm Water Management Program. He explained that the
31 delay in finishing the project relates to a storm pond that did not have ice thick enough for
32 equipment until just this past winter.
33
34 Item 613 - City Planner Larsen reviewed the recommendations. The city should have this
35 easement in place because the road actually goes across Great River Energy's property.
36 They are thus granting an easement. There is also a fence located within the right of way
37 for the easement and it is recommended that the city enter an agreement with Great River
38 Energy regarding that fence.
39
4o Item 6C —Brian Bourassa, WSB &Associates, reviewed the written report. The two
41 elements presented deal with the LaMotte Area and: a) receipt of a petition requesting
42 that there be no water main installed as part of their street reconstruction project; and b)
43 ordering the project and moving ahead without the water element. It was noted that there
44 will be one water element included (safety related) to be funded through the city's budget.
45
1
