46 <br />47 <br />48 <br />49 <br />50 <br />51 <br />CITY COUNCIL WORK SESSION March 26, 2018 <br />APPROVED <br />Community Development Director Grochala noted that the sixty-day petition period <br />ended on March 23, 2018 and only this one petition was received for either the LaMotte <br />or West Shadow Lake project. <br />Item 6D — Community Development Director Grochala said this relates to a discussion <br />the council has heard previously. The improvement would serve properties west. It is <br />52 hoped to spurvelopment, including properties that are currently routed to Shoreview's <br />53 system and provide new services to a few existing properties. The cost would be planned <br />54 for reimbursement from future development utility fees. Mayor Reinert reviewed the <br />55 estimated budget, both engineering fees and the construction budget. The mayor <br />56 pondered why staff is wanting to spend $600,000 without a proposal. Community <br />57 Development Director Grochala added that he foresees the plans being available if a <br />58 development comes forward. Mayor Reinert remarked that it would seem to make more <br />59 sense to wait for a development to fund the project. More information was received from <br />6o Brian Bourassa of WSB & Associates. Council Member Rafferty said there's a lot to be <br />61 said about being "shovel ready"; he sees that it could be favorable. Mayor Reinert asked <br />62 if WSB & Associates would guarantee the work (the plan) for three years; Mr. Bourassa <br />63 said yes with the exception of costs. Mayor Reinert remarked that the cost is what he <br />64 was talking about.
