Motion carried 4- 0. <br /> <br />V. ACTION ITEMS <br /> <br />A. Public Hearing; Nature’s Refuge Rezoning and PUD Development Stage <br />Plan/Preliminary Plat <br /> <br />City Planner, Katie Larsen, presented the staff report. The proposed residential <br />development is a 60 lot single family conservation subdivision located north of Main <br />Street and west of Lino Lakes Elementary School. It contains 3 parcels totaling <br />approximately 95 gross acres. <br /> <br />Board questions/comments <br /> Mr. Evenson asked about the neighborhoods to the north <br />o Ms. Larsen stated that it is critical the utilities get studded at this point <br />and gets north of the ditch to set the neighborhood up to the north for <br />development <br /> Mr. Evenson expressed concern about school busses going through the <br />neighborhoods <br /> Mr. Laden asked if the rare plant survey was required <br />o Ms. Larsen stated that the focus of the preservation is to the northeast <br />and they are submitted a threatened species application to the DNR <br /> Mr. Laden asked about lot depths <br />o Ms. Larsen stated that the lots that were not meeting the requirements <br />were not abutting the wetland <br />o Mr. Laden suggested making the lots smaller that abut the wetlands <br /> Mr. Laden stated that the landscape buffer currently goes through lot pads <br /> Mr. Stimpson asked about the homes that are along Woodduck Trail and the <br />view they would have due to the elevation changes <br />o Ms. Larsen stated that the two lots at the end of the cul-de-sac have a <br />deeper drainage and utility easement <br /> Mr. Stimpson asked about the depths of the ponds <br />o Ms. Hankee stated that there is a request to the applicant that they <br />include the concern of the water table and how these are altered and <br />addressed <br /> Vice Chair Root asked about an acceleration lane <br />o Ms. Hankee stated that, in addition to the turn lanes, they request that <br />the applicant look at internal and designated turn lanes – the traffic <br />study did not include traffic coming from the north <br />o Ms. Hankee stated that Anoka County does not do acceleration lanes <br /> <br />Vice Chair Root opened the Public Hearing at 7:12 p.m. <br /> <br />John Burch, 8114 Woodduck Trail and 8024 Woodduck Trail
