Planning & Zoning Board <br />February 14, 2017 <br />Page 5 <br />APPROVED MINUTES <br /> The adopted 2030 Future Land Use Plan included a Mixed Use Land Use <br />Classification <br /> The draft 2040 Comprehensive Plan retains these Mixed Use areas and adds <br />one on the east side of town <br /> The Draft 2040 Comprehensive Plan expands the description of each mixed <br />use area to describe what the City expects <br /> Mixed Use is a broad term – it may mean a mix of land uses in the <br />district/development (different residential types or a mix of commercial and <br />residential), it may mean a mix of land uses in a single structure (such as <br />commercial and residential), may be horizontal or vertical mixed use, our plan <br />is designed for flexibility, intended to create more compact and walkable <br />developments, intended to allow more creative design and developments with <br />a “sense of place”, helps the City meet its affordable housing goals (8+ units <br />per acre) <br /> <br />Board questions/comments <br /> Mr. Grochala stated one of the questions that comes up is if it’s mixed use, <br />does it have to have multiple classifications? <br /> Mr. Stimpson stated examples <br />o Lake Drive and 77th Avenue – fully developed into single use of senior <br />housing, it was a 3 acre mixed use property <br />o Lake Drive and Vicky Lane – 5 acre vacant parcel <br />o Does Lake Drive and 77th Avenue rightfully identify as mixed use? <br /> Mr. Grochala stated the assisted living complex was part of 40 acre mixed use <br />parcel which was part of 80 acre town center mixed use <br /> Mr. Grochala addressed Lake Drive and Vicky Lane – How does this get <br />developed? Allow for flexibility <br /> Mr. Laden disagreed with some parts of the definition <br />o Some properties shouldn’t be all residential <br />o Take out market verbiage – should be the goals of the city and deal <br />with market when it comes in <br />o Not to state specific percentages <br /> Mr. Grochala addressed 49/J area <br />o Conversation regarding what the corner of 49/J should be guided <br /> Mr. Laden suggested guiding as mixed use <br />o Mr. Stimpson stated that going to a mixed use zoning district would <br />allow for abuse <br /> Mr. Grochala stated it’s flexible but allows for the most control, the City has <br />control to determine if it meets our goals <br /> Mr. Lindahl stated that mixed use gives you opportunity to negotiate <br /> Mr. Grochala stated that the Board and Council have the discretion and to not <br />lose sight of who are the decision makers <br />o Board has to be comfortable with saying no with the goals of a specific <br />site <br /> Mr. Evenson stated that the table is a good start
