Planning & Zoning Board <br />February 14, 2017 <br />Page 4 <br />APPROVED MINUTES <br /> Mr. Grochala addressed the overall access management plan for Main Street <br /> Vice Chair Root restated that the City is looking at this as a system <br /> Tim Clift, 8064 Woodduck Trail, would like to see 40 mph moved down <br />towards 4th Street in the interim <br />o Vice Chair Root stated that speed limits are set by the State <br /> Time of meeting issue and letters <br />o Letters were sent within 600 feet of property <br />o Planning and Zoning meetings are regularly scheduled for the 2nd <br />Wednesday of the month <br />o Public hearings are not displayed on reader board <br /> Environmental impact – there will be an environmental impact but there is a <br />threshold <br /> Concern about water table <br />o Ms. Hankee stated the City has requested additional information <br />o Mr. Laforte stated the need to look at future developments and their <br />impact <br /> Dr. Winkler acknowledged the depth of the ponds <br />o Mr. Hankee stated that ponds are designed per state requirements <br />o Dr. Winkler where the water is going to come from <br /> Ms. Hankee stated that it equalizes <br />o Brian Krystofiak, Carlson McCain, stated they would be digging into <br />the water table, the water table will not change after it stabilizes <br /> Mr. Burch asked who makes the decision to continue Road C to Woodduck <br />Trail <br />o Ms. Larsen stated the property owner <br /> Some trees will be replace but the majority will stay <br /> Development timeline <br />o Keith Duffy, Citywide Development, have to get though the approval <br />process, not looking to phase out <br /> Property taxes <br />o Mr. Grochala stated that there are no property tax impacts <br /> Mr. Laden asked if a new round of letters would go out <br />o Ms. Larsen stated that new letters would not go out <br /> <br />Mr. Stimpson made a MOTION to continue the Public Hearing regarding Nature’s <br />Refuge. Motion was supported by Mr. Laden. Motion carried 4 – 0 <br /> <br />VI. DISCUSSION ITEMS <br /> <br />A. Comprehensive Plan Update – Land Use Plan, Mixed Use Classification <br /> <br />Ms. Lindahl, Landform, presented the staff report <br /> <br />Mixed Use Land Use Classification
