Planning & Zoning Board <br />March 14, 2018 <br />Page 3 <br />APPROVED MINUTES <br /> <br />Mr. Stimpson made a MOTION to close Open Mike at 6:32 p.m. Motion was supported <br />by Mr. Evenson. Motion carried 4 - 0. <br /> <br />V. ACTION ITEMS <br /> <br />A. Continued Public Hearing: Nature’s Refuge Rezoning and PUD Development <br />Stage Plan/Preliminary Plat <br /> <br />Katie Larsen, City Planner, presented the continuation of the public hearing regarding <br />Nature’s Refuge. <br /> <br />Mr. Evenson made a MOTION to continue the public hearing for Nature’s Refuge. <br />Motion was supposed by Laden. Motion carried 4-0. <br /> <br />B. Eastern Heights PUD Concept Plan Review <br /> <br />Kendra Lindahl, Landform, presented the staff report. Hampton Properties submitted <br />a PUD Concept Plan to allow for a Master Planned residential community located <br />west of CSAH 49/Hodgson Road and North of CSAH 32 / Ash Street (County Road <br />J) on a 17.33-acre parcel. <br /> <br />Staff addressed questions of the Board <br /> Mr. Laden asked which roads are public and private <br /> Mr. Grochala stated that the transportation system was originally built to <br />withstand development <br /> Chair Tralle acknowledged the new stop light at Hodgson and J to deter traffic <br />going through the residential neighborhood <br /> Mr. Root is looking forward to the traffic study <br /> Mr. Root suggested, due to multiple densities and surrounding areas, having <br />cottage type homes around the perimeter and blend in townhomes as you move <br />east <br /> Mr. Root stated the apartment building is out of character <br /> Mr. Root asked about the current vegetation quality <br /> Mr. Grochala stated environmental surveys are required with an application <br />submittal <br /> Mr. Evenson stated the apartment building is imposing <br /> <br />Joel Larson (developer), 1341 County Road D Circle Vadnais Heights <br /> Mr. Laden stated his opinion is to see commercial on the Hodgson Road edge <br /> Mr. Laden stated that this project was supposed to be a gateway for the <br />community <br /> Chair Tralle does not have an issue with moving project east <br /> Chair Tralle expanded upon the architecture improvements <br /> Mr. Grochala addressed the County and City requirements
