ECONOMIC DEVELOPMENT ADVISORY COMMITTEE <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />EDAC MEETING DATE: May 3, 2018 <br />REQUEST: 49 & J Development Interest <br />Backl1round <br />Staff has had ongoing conversations with Richard Morris, owner of the 17 acre parcel north of <br />the liquor store and insurance agency, regarding potential development. This is the site that has <br />previously been considered for a grocery store and more recently a housing development. <br />The land is currently zoned GB, General Business but guided mixed use in the Comprehensive <br />Plan, to allow for both commercial and residential development. <br />The Hodgson Road & CRJ Master Planning Study was prepared for the mixed use area and <br />approved by the City Council in 2007. The study is available on the City website under <br />Community Development/City Planning/Planning Studies. The study was incorporated into the <br />2030 Comprehensive Plan. The plan is intended to establish a general land use design with some <br />specified important design elements. As noted in the comprehensive plan, future amendments of <br />the Plan may be appropriate to address evolving community needs, market forces, and regulatory <br />requirements. <br />The plan had four objectives: <br />1. Identify appropriate land uses (present and future) in the study area <br />2. Plan for road improvements to provide good access and circulation <br />3. Identify routing & Phasing solutions for utilities to facilitate future development <br />4. Plan for redevelopment while recognizing existing businesses. <br />The planning study assumed that approximately half of the area would develop with residential <br />uses at approximately 10 units per acre overall. The Comprehensive Plan allows the density to <br />range from 8 to 15 units per acre. <br />Lyngblomsten, a senior care provider with an existing campus in St. Paul, recently inquired <br />about creating a new campus in Lino Lakes. While the Legacy at Woods did not work out staff <br />suggested looking at the 49 & J area as a possibility. Lyngblomsten has since begun working to <br />develop a concept plan for consideration. As a precursor to a formal submittal the group is <br />requesting an initial discussion with the city to seek input on the plan and general interest in the <br />proposal. Representatives from Lyngblomsten and their development team will be presenting a <br />concept plan at the meeting. <br />
