Motion carried 5 - 0. <br /> <br />V. ELECTION OF CHAIR & VICE CHAIR <br /> <br />It was moved by Mr. Root to appoint Mr. Tralle as Chair. The motion was passed <br />unanimously. <br /> <br />It was moved by Mr. Evenson to appoint Mr. Root as Vice Chair. The motion was passed <br />unanimously. <br /> <br />VI. ACTION ITEMS <br /> <br />A. Continued Public Hearing: Nature’s Refuge Rezoning and PUD Development <br />Stage Plan/Preliminary Plat <br /> <br />Katie Larsen, City Planner, presented the continuation of the public hearing regarding <br />Nature’s Refuge. <br /> <br />Mr. Laden made a MOTION to continue the public hearing for Nature’s Refuge. <br />Motion was supposed by Mr. Evenson. <br /> <br />B. Continued Public Hearing: Love to Grow On Conditional Use Permit, Variances <br />and Site Plan Review <br /> <br />Katie Larsen, City Planner, presented the staff report regarding Love to Grow On. <br />The applicant proposes to construct a 14,405 sf childcare center at the southeast <br />corner of CSAH 34 (Birch Street) and CSAH 49 (Hodgson Road). <br /> <br />Staff addressed questions from the board <br /> Mr. Root asked why ITE has a different number of parking stalls than what <br />the City is requiring <br />o Ms. Larsen stated the City ordinance takes precedence <br /> Mr. Root asked who determines when the deferred parking needs to be paved <br />o Ms. Larsen stated that another traffic analysis study and meeting with <br />the applicant would take place <br /> Mr. Root mentioned the encroachment and setback regarding right-of-way and <br />Hodgson Road <br /> Mr. Stimpson asked if the deferred parking was included in the impervious <br />surface cover percentage <br /> Mr. Grochala stated to mitigate, if the applicant went over, they would have to <br />an impervious system
