APPROVED MINUTES Planning & Zoning Board April 11, 2018 Page 2 There was no one present for Open Mike. Mr. Evenson made a MOTION to close Open Mike at 6:32 p.m. Motion was supported by Mr. Stimpson. Motion carried 5 - 0. V. ELECTION OF CHAIR & VICE CHAIR It was moved by Mr. Root to appoint Mr. Tralle as Chair. The motion was passed unanimously. It was moved by Mr. Evenson to appoint Mr. Root as Vice Chair. The motion was passed unanimously. VI. ACTION ITEMS A. Continued Public Hearing: Nature’s Refuge Rezoning and PUD Development Stage Plan/Preliminary Plat Katie Larsen, City Planner, presented the continuation of the public hearing regarding Nature’s Refuge. Mr. Laden made a MOTION to continue the public hearing for Nature’s Refuge. Motion was supposed by Mr. Evenson. B. Continued Public Hearing: Love to Grow On Conditional Use Permit, Variances and Site Plan Review Katie Larsen, City Planner, presented the staff report regarding Love to Grow On. The applicant proposes to construct a 14,405 sf childcare center at the southeast corner of CSAH 34 (Birch Street) and CSAH 49 (Hodgson Road). Staff addressed questions from the board  Mr. Root asked why ITE has a different number of parking stalls than what the City is requiring o Ms. Larsen stated the City ordinance takes precedence  Mr. Root asked who determines when the deferred parking needs to be paved o Ms. Larsen stated that another traffic analysis study and meeting with the applicant would take place  Mr. Root mentioned the encroachment and setback regarding right-of-way and Hodgson Road  Mr. Stimpson asked if the deferred parking was included in the impervious surface cover percentage  Mr. Grochala stated to mitigate, if the applicant went over, they would have to an impervious system
