COUNCIL MINUTES April 22, 2013 <br />DRAFT <br />3 <br />Council Member Stoesz noted that Ms . Divine is retiring from her city position. The council 91 <br />concurred in their recognition a nd thanks to Ms. Divine for her good work for the city. 92 <br /> 93 <br />Council Member Roeser moved to approve Resolution No. 13 -45 as presented. Council Member 94 <br />Stoesz seconded th e motion. Motion carried on a unanimous voice vote. 95 <br /> 96 <br />6C) Resolution No. 13 -44, Municipal State Aid Street Revocations and Designations – City 97 <br />Engineer Wedel explained that the city receives funding from the state through the Municipal State 98 <br />Aid (MSA) bud get. The state is creating a new methodology on how it calculates when roadways will 99 <br />be improved that is based on traffic volumes rather than population and construction need and to 100 <br />maximize the city’s use under the new method. 101 <br /> 102 <br />Council Member Roeser move d to approve Resolution No. 13 -44 as presented. Council Member 103 <br />Rafferty seconded the motion. Motion carried on a unanimous voice vote. 104 <br /> 105 <br />6D) Resolution No. 13 -48, Joint Powers Agreement with the City of Centerville for Mound 106 <br />Trail Sanitary Sewer and Wate r Service – Community Development Director Grochala explained 107 <br />that the agreement continues the provision of Centerville utility services to certain properties located 108 <br />in Lino Lakes. The two properties involved already receive sanitary sewer services throu gh 109 <br />Centerville and it is now proposed that water service be extended to one of the homes also. 110 <br /> 111 <br />Council Member O’Donnell moved approval of Resolution No. 13 -48 as presented. Council Member 112 <br />Roeser seconded the motion. Motion carried on a unanimous voice vote. 113 <br /> 114 <br />6E) Resolution No. 13 -49, Stormwater Maintenance Agreement with Rice Creek Watershed 115 <br />District (RCWD) – City Engineer Wedel explained that the agreement authorizes a stormwater 116 <br />maintenance agreement with the RCWD covering stormwater facilities con structed as part of the 117 <br />Otter Lake Road Extension Project. He outlined the type of maintenance services involved. 118 <br /> 119 <br />Council Member Roeser moved to approve Resolution No. 13 -49 as presented. Council Member 120 <br />Rafferty seconded the motion.
