One possibility is to utilize park dedication fees from the development <br />to provide funding enhancement for updates being planned at Lino Lakes Elementary. <br />Mr. DeGardner also reviewed the preliminary plan for a trail corridor on the eastern <br />edge and a paved trail along Main Street from Wood Duck Trail. Information was <br />provided by the school principal and PTO president regarding changes in the ball <br />fields and work of the PTO on a plan to achieve playground improvements within the <br />next six months. The school district does not budget for playground improvements so <br />it is basically left to schools to put it together. The city and the school will plan on <br />further discussions to determine the viability of coordinating efforts. <br /> <br />Clark Gooder made a MOTION to forward the following recommendations related to <br />park dedication fees, parks, and trails, Kelly Jo McDonnell supported the MOTION. <br />All in favor MOTION carried. <br />• The Parks, Natural Open Space/Greenways and Trails System Plan does not <br />identify a new park in this area. Recommend collecting park dedication fees rather <br />than land for a neighborhood park, and explore options to working with the Forest <br />Lake School District to provide funding for enhancements to the outdoors at Lino <br />Lakes Elementary. Representatives from Lino Lakes Elementary attended the <br />meeting and were excited to further explore this potential partnership. <br />• The linear trail corridor was well received. Assuming the Forest Lake School <br />District is interested in receiving funding, the trail connection to school district <br />property could occur behind Lot 12, eliminating the need for the trail directly <br />behind Lots 13, 14, 15, and 16. <br />• Placement of a paved trail along the north side of Main Street from Wood Duck <br />Trail to Lino Lakes Elementary School should be planned for and installed as funds <br />become available. <br />6. Recommend 2018 Parks & Trails Capital Projects - Mr. DeGardner indicated that <br />the City Council has designated $500,000 in this year’s budget for parks and trails <br />capital projects. The Board intends to spend several meetings developing a <br />recommendation on use of those funds. Part of the process underway is seeing input <br />from the public through the newsletter and city website.
