The proceeds would <br />70 finance a new early childhood education center in Lino Lakes. <br />71 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />72 hearing was closed. <br />73 Council Member Stoesz moved to approve Resolution No. 18-68 as presented. Council Member <br />74 Manthey seconded the motion. Motion carried on a voice vote. <br />75 <br />76 ADMINISTRATION DEPARTMENT REPORT <br />77 3A) Consider Appointment of Accounting Clerk/ Utility Billing —Human Resources Manager <br />78 Bartholomew reviewed staff s recommendation to hire Yelena Brook to the open position. She noted <br />79 Ms. Brook's qualifications and education. <br />80 Council Member Rafferty moved to approve the appointment of Yelena Brook as recommended. <br />81 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />82 <br />83 3B) Consider 2nd Reading and Passage of Ordinance No. 0448, Amending Chapter 301 of <br />84 the City Code relating to Public Parks and Grounds, providing an exception to alcohol <br />85 restriction for community festival — City Clerk Bartell reported that a local restaurant is interested <br />86 in offering food and craft beer at Lino Park during this year's Blue Heron Days festival.
