Enivornmental Board <br />January 31, 2018 <br />Page 2 <br />VI. ACTION ITEMS <br />A. Natures Refuge/Preliminary Plat and Site Plan Review <br />The approximately 95 -acre proposed site is located north of Main Street and .3 mile west <br />of Lake Drive. The site is bordered by single-family homes, Lino Lakes Elementary <br />School, Main Street and undeveloped wetlands and woodlands. <br />This site is one of the moset diverse natural communities in Lino Lakes. Within this site <br />there are many wetland areas and rare plant species. Below are some of the <br />recommendations that were mentioned in addition to the ones listed in the report. <br />Mr. Asleson is recommendating that design consideration must protect the rare features <br />of the site to the greatest and least invasive design possible; including turtle barrier <br />elimination (dropped curbing and preservation of continuity in turtle travel breeeding <br />areas). Design should emphasize avoidance of rare plant species locations. <br />Mr. Asleson has concerns about the borrow pits and will be working with the engineers to <br />make sure it does not effect the wetlands. <br />Mr. Asleson is recommending to relocate the trail and provide an adequate buffer that <br />would protect the large wetland rare plants area. <br />With the SWPPP that was submitted, Mr. Asleson added comments that he would also <br />recommend. <br />As far as trees are concerned , there are 141 total tree replacements required. These trees <br />must not be planted in wetland restoration or preservation areas. <br />Mr. Schwartz would like to make a recommendation to see public education or signage at <br />trailhead or along the trail of the rare plant species in the area. <br />Ms. Kaufenberg would also like to see that the city approved new resident education <br />brochure, informs the homeowners of the uniqueness of the area. <br />Ms. Holmes would like the word "should" to be changed to "must" if possible especially <br />in recommendation #9 <br />Mr. Sullivan would like to see the DNR reports when it comes in <br />Ms. Holmes stated that the recommendations listed are good but would also like to add a <br />statement that this is a unique site with rare plants species and the development must not <br />destroy this area. <br />APPROVED MINUTES <br />
