<br />WS – Item #2 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br />Date: July 2 , 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala and Jim Stremel of WSB & Associates <br /> <br />Re: 2018 Street Reconstruction Project Update (West Shadow Lake & LaMotte <br />Areas) <br /> <br />Background <br /> <br />Final design is nearing completion for the West Shadow Lake Drive project. A 90% design <br />review neighborhood meeting was held on Wednesday June 27th. The remaining work for the <br />project team includes finalizing remaining plan design items, specifications, and contract <br />documents in preparation for bidding. <br /> <br />Staff is anticipating City Council consideration to approve plans and specifications and <br />authorizing advertisement for bids at the July 23, 2018 regular meeting. The project is proposed <br />as follows: <br /> <br />Bid Opening August 21st <br />Call for Hearing on Proposed Assessment August 27 <br />Hearing on Proposed Assessment September 17 <br />Award Contract October 22, 2018 <br /> <br />The LaMotte area project will also be ready for re-bidding on July 23, 2018. Modifications have <br />been made to the soils specifications and site access. There is additional flexibility in the <br />schedule to help improve bids. We are proposing to bid both projects during the same time <br />period. <br /> <br />Lot Subdivision <br /> <br />With the extension of public utilities, larger lots along West Shadow Lake Drive and Shadow <br />Court, may have the ability to subdivide subject to City Zoning and Shoreland Ordinance <br />regulations. Several residents have inquired about the process for doing this. <br /> <br />The first step in this process would be to rezone the area from R, Rural to an applicable low <br />density sewered residential district, either R-1, Single Family Residential District or R-1X, <br />Single Family Executive Residential District. The council will need to decide on the appropriate <br />district. Staff has prepared an overview of the different lots requirements based on districts. <br />Because the area is within the Shoreland District, all lake side lots, regardless of zoning selected, <br />will need to meet a minimum area of 20,000 square feet of upland. The applicable zoning <br />district will dictate minimum lot widths. Properties that could subdivide under R-1,
