COUNCIL MINUTES June 25, 2018 <br />86 3C) Consider Approval of 2018-2019 Labor Agreement with AFSCME, Local No. 2454 — <br />87 Administrator Karlson explained that the City has reached agreement on a two-year contract for this <br />88 employee group. The membership has voted in favor of the contract. He reviewed terms of the <br />89 proposed contract. Mayor Reinert clarified that the terms mirror what the council saw at their last <br />90 review with a couple of housekeeping items. <br />91 Council Member Stoesz moved to approve the agreement as presented. Council Member Rafferty <br />92 seconded the motion. Consider 2nd Reading of Ordinance No. 0548, Rezoning Property <br />105 from R4, Single Family Residential to PUD, Planning Unit Development; and it. Consider <br />106 Resolution No. 18-70, Approving PUD Development Stage Plan/Preliminary Plat - <br />107 City Planner Larsen noted the location of the Nature's Refuge development and the council's <br />108 previous discussion and concern about lot sizes. The developer took the council's feedback and has <br />109 amended the plans so that all 61 single family lots will meet the City's requirement. She reviewed a <br />110 PowerPoint presentation that included the project details. <br />111 <br />11 <br />2 Mayor Reinert thanked staff for the additional work, bringing all the lots into compliance with the <br />113 zoning. He recognizes the need for the flexibility in development consideration that is provided by <br />114 the planned unit development designation but he wants to see a certain integrity required; the council <br />115 will be having a future discussion on the topic. He is glad that the developer has responded to the <br />116 council's concern. <br />117 <br />118 Council Member Stoesz confirmed that Street C will be a temporary cul-de-sac and that extension <br />119 plans are clear and communicated to the area residents. <br />120 <br />121 Council Member Manthey moved to waive the full reading of Ordinance No. 05-18 as presented. <br />122 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />123 <br />124 Council Member Manthey moved to approve the 2nd Reading and passage of Ordinance No. 05-18 as <br />125 presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. <br />126 <br />127 Council Member Maher moved to approve Resolution No. 18-70 as presented.
