COUNCIL MINUTES July 9, 2018 <br />APPROVED <br />87 The change originated with a complaint about a commercial stable. Staff has reviewed the ordinance <br />88 standards and is recommending that language be updated as outlined in the staff report. The <br />89 Planning and Zoning Board recommended approval of the text amendment with conditions relating to <br />90 acreage standards, simplifying the definition of commercial stable and consideration for leased land to <br />91 be included in maximums allowed. A conditional use permit will still be required for a commercial <br />92 stable. <br />93 <br />94 Mayor Reinert remarked that he sees this as a good change. While it allows for additional activity in <br />95 the area of stables, it also makes sure that the activities are considered appropriately. <br />96 <br />97 Council Member Manthey moved to approve the 1st Reading of Ordinance No. 10-18 as presented. <br />98 Council Member Maher seconded the motion. Motion carried on a voice vote <br />99 <br />100 6C) Consider Resolution No. 18-85, Denying a Zoning Ordinance Text Amendment <br />l01 regarding Community Solar Gardens — City Planner Larsen recalled that the City received a solar <br />102 garden application. The issue is about land use and so staff studied and brought the matter to the <br />103 Planning and Zoning Board. Staff then brought information to the council and was ultimately <br />104 directed to deny a zoning text amendment. <br />105 <br />106 Mayor Reinert remarked that while he is supportive of alternative energy, that doesn't mean that <br />107 every project in that area fits in the city. He feels there are considerations in the area of government <br />108 subsidies for projects as well as the 25 year life of the gardens. He would rather see the advancement <br />109 of technology forwarding new projects rather than government subsidy pushing the advancement. <br />110 <br />111 Council Member Rafferty moved to approve Resolution No. 1845 as presented. Council Member <br />112 Stoesz seconded the motion.
