Planning & Zoning Board <br />July 11, 2018 <br />Page 2 <br />APPROVED MINUTES <br /> <br />Kendra Lindahl, Landform, presented the Lyngblomsten PUD Concept Plan staff <br />report. <br /> <br />The proposed development is for a senior living campus with a continuum of care at <br />the northwest corner of CSAH49/Hogdson Road and CSAH 32/Ash Street/County <br />Road J. The campus will include a restaurant and a mix of 30 detached townhomes <br />plus 200 units of independent living, assisted living and memory care/enhanced care <br />suites. <br /> <br />Staff addressed comments and questions from the Board: <br /> Mr. Stimpson appreciates the plan <br />o Four story building needs architecture on Hodgson Road side <br />o Steer away from rental townhomes <br />o Address parking around restaurant <br />o Too many elements in townhome renderings with colors and materials <br /> Mr. Evenson asked for clarification on half a space for elderly/senior housing <br />o Ms. Lindahl explained that those living in this type of facility are not <br />all driving and the applicant is required to plan for the other half of the <br />parking requirement <br /> Mr. Evenson asked why the right of way is reduced <br />o Ms. Lindahl explained that the code allows to reduce the right of way <br /> Mr. Root suggested trees that will grow to a higher height <br /> Mr. Root acknowledged the quality of the buffer <br />o Mr. Grochala stated that a tree survey will be completed and some <br />removal may be necessary <br /> Mr. Root stated this plan is a step in the right direction <br /> <br />Public comments: <br /> Kevin Sontag, 253 Woodridge Lane <br />o Plan does look better than previous plans <br />o Concern about lights and traffic, dipped into easement <br />o Lack of buffer <br /> Mike Witham, 211 Woodridge Lane <br />o Plan is better than previous plans <br />o Concern regarding density with both residential/commercial uses <br />o Concern around height of building <br /> Chris Moss, 5982 St Albans Street, Shoreview <br />o What is Ramsey County’s part in this project? Concern with <br />transportation and traffic noise <br /> <br />Judd Fenlon, Grand Real Estate Advisory Group, working with Lyngblomsten <br /> Design is preliminary <br /> Learned from previous comments <br /> Excited to move forward and be welcomed into the community
