Flexible site design with narrower minor collector road right-of-way and reduced setbacks <br />allows Nature 's Refuge to develop a residential conservation subdivision and construct of an <br />extensive greenway corridor and storm water management system. <br />c. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil <br />erosion. <br />Restoration and enhancements within Wetland 2 and Wetland 3 (wetland bank area) will boost <br />vegetative diversity through release and stimulation of existing native seeds. Rare plant species <br />will also thrive and expand as a result of the restoration. <br />d. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br />Nature 's Refuge creates a multi functional greenway corridor by integrating the stormwater <br />management system, wetland management and open space areas and trails into one unified <br />system. The trails and sidewalks connect the residential development to the elementary school <br />and Main Street. <br />e. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br />Reduced minor collector road right-of-way widths and setbacks provide an efficient use of land <br />and lowers development and public investments. <br />f. Promotion of a desirable and creative environment that might be prevented through <br />the strict application of City zoning and subdivision regulations. <br />Strict application of an 80 foot right-of-way width and 40 foot setback would result in greater <br />impacts to the wetlands and natural resources. <br />Preliminary Plat <br />Per Section 1001.013, Premature Subdivision: <br />(1) General. Any concept plan, preliminary plat or final plat deemed premature pursuant to the <br />following criteria shall be denied by the City Council. <br />(2) Conditions for establishing a premature subdivision. A subdivision may be deemed <br />premature should any of the following conditions not be met. <br />(a) Consistency with the Comprehensive Plan. Including any of the following: <br />1. Land use plan; <br />2. Transportation plan; <br />3. Utility (sewer and water) plans; <br />4. Local water management plan; <br />5. Capital improvement plan; and <br />2 <br />
