6. Growth management policies, including MUSA allocation criteria. <br />Nature's Refuge is consistent with the goals and policies of the comprehensive plan in regards to <br />resource management, land use, housing, transportation and utilities. The development is also <br />consistent with the local water management plan, capital improvement plans and growth <br />management policies. <br />(b) Consistency with infill policies. A proposed urban subdivision shall meet the city's infill <br />policies. <br />Nature's Refuge is consistent with infill policies. The development is within the current Utility <br />Staging Area IA (2008-2015). The cost, operation and maintenance of the utility system is <br />consistent with the normal costs projected by the water and sanitary system plans. No future <br />utility costs are proposed. <br />(c) Roads or highways to serve the subdivision. A proposed subdivision shall meet the <br />requirements for level of service (LOS), as defined by the Highway Capacity Manual. <br />Nature's Refuge meets the requirements for level of service. The Traffic Study states the traffic <br />impacts at intersections along CSAH 14 (Main Street) will continue to operate acceptably at a <br />Level of Service C. Right and left turn lanes on CSAH 14 (Main Street) are being constructed. <br />This is supported by Anoka County Highway Department. The City and County are also working <br />with Lino Lake Elementary School to eliminate their westerly driveway and connect with <br />Nature 's Refuge. <br />(d) Water supply. A proposed subdivision shall be deemed to have an adequate water <br />supply. <br />Nature 's Refuge will have an adequate water supply. A 12" trunk watermain located along <br />CSAH 14 (Main Street) serves the site. An 8" and 16" watermain serve the site internally and <br />loops the system to CSAH 14 (Main Street). Watermain will be stubbed to the west and north <br />property boundaries for future development. <br />(e) Waste disposal systems. A proposed subdivision shall be served with adequate waste <br />disposal systems. <br />Nature 's Refuge will be served with an adequate waste disposal system. A 21" trunk sanitary <br />sewer main located along CSAH 14 (Main Street) serves the site. An 8" and 10" sanitary sewer <br />pipe serves the site. Future development to the north will potentially require a lift station. <br />Sanitary sewer will also be stubbed to the west to accommodate future development; and <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes hereby <br />provides the following PUD, Planned Unit Development flexibility for Nature's Refuge: <br />1. Reduced minor collector road right-of-way width from 80 feet to 60 feet on Street A and <br />Street C <br />2. Reduced front setback from 40 feet to 30 feet on Street A and Street C <br />3. Reduced paved road surface width from 32 feet to 30 feet (back to back) on cul de sac <br />Street D and cul de sac Street E; and <br />3 <br />
