COUNCIL MINUTES <br />APPROVED <br />July 23, 2018 <br />46 Consider Approval of Resolution 18-93, Special Event <br />47 for Hammerheart Approved <br />48 <br />49 Consider Resolution No. 18-92, Declaring Intent to <br />50 Reimburse Certain Expenditures from the Proceeds of <br />51 Bonds, 2018 Lake Drive Trunk Utility Improvements Approved <br />52 <br />53 FINANCE DEPARTMENT REPORT <br />54 <br />55 No reports. <br />56 <br />57 ADMINISTRATION DEPARTMENT REPORT <br />58 3A) Consider Appointment of Police Officer — Human Resources Manager Bartholomew <br />59 reviewed her written report outlining the process and recommendation to hire for this open position. <br />6o Council Member Rafferty moved to approve the appointment of Alexander Hallin as recommended. <br />61 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />62 3B) Consider Resolution 18-94, Denying Application for a Therapeutic Massage Business <br />63 License and Individual Massage License — City Clerk Bartell reported that the city received an <br />64 application for an individual and business therapeutic massage license from Dong Mei Qiu, for the <br />65 business located at 560 Lilac Street. As noted in the staff report, the applications were reviewed by <br />66 public safety and administrative staff. The result of the review are findings that lead to the staff <br />67 recommendation that the council deny issuance of both licenses. The findings included in the <br />68 resolution represent areas where staff has determined that the applicant or premises do not meet the <br />69 city code requirements. <br />70 Council Member Manthey moved to approve Resolution No. 18-94, as presented. Council Member <br />71 Stoesz seconded the motion. Motion carried on a voice vote. <br />72 <br />73 PUBLIC SAFETY DEPARTMENT REPORT <br />74 <br />75 There was no report from the Public Safety Department. <br />76 <br />77 PUBLIC SERVICES DEPARTMENT REPORT <br />78 <br />79 There was no report from the Public Services Department, <br />80 <br />81 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />82 6A) Consider 2nd Reading of Ordinance No. 0948, Amending City Code Chapter 1007 <br />83 Related to Parking Regulations for Accessory Outdoor Dining or Seating Facilities —City <br />84 Planner Larsen noted that the basic purpose of the ordinance change is to allow more flexibility in <br />85 parking requirements for outdoor seating at restaurants. The council fully reviewed the change at the <br />86 1 St reading. Mayor Reinert thanked staff for recommending this change that makes sense. <br />
