Utility Bill – Bobby & Steve’s Auto World - Finance Director Rolek noted the letter 16 <br />received from Mr. Bobby Williams regarding sewer and water utility charges for the 17 <br />former Jason’s Bobby & Steve’s Auto World facility in Lino Lakes that was closed last 18 <br />October. He explained the basis used by the city for utility billing and how that relates to 19 <br />charges the City receives from the Metropolitan Council. There is a base charge even 20 <br />when water and sewer aren’t in use. Mr. Williams is concerned about those base charges. 21 <br />The mayor said, in his opinion, there should be a change to the ordinance to allow a 22 <br />closed facility to be billed differently. Mr. Rolek said he’d check and see what ot her 23 <br />cities are doing and report back at a future work session. 24 <br /> 25 <br />2. Local Board of Appeal Training – City Clerk Bartell explained that for the C ity to 26 <br />conduct an annual Board of Appeal and Equalization for Lino Lakes’ property valuations 27 <br />there must be at l east one member of the council trained by the state. Council Member 28 <br />Roeser has been that trained member for the past four years but his training certification 29 <br />expires in November. If the council wishes to contin ue the practice of the Board, a nother 30 <br />m emb er must be trained. T raining sessions are offered in the fall, one per each 31 <br />Minnesota c ounty. Council Member Roeser volunteered for training; the mayor 32 <br />suggested that the council members be asked again to see if another volunteer is 33 <br />available. 34 <br /> 35 <br />4. Month ly Progress Report - Administrator Karlson reviewed the report. 36 <br /> 37 <br />Frisbee Golf - The council directed that Public Services Director DeGardner give a short 38 <br />report on Frisbee golf possibilities at the next regular work session. 39 <br /> 40 <br />Skateboard Park - Council Memb er Roeser noted that it’s a shame for the City to have 41 <br />skateboard park equipment in storage when it could be used to get kids off the couch. 42 <br />Public Services Director DeGardner explained past problems with vandalism and damage 43 <br />at the skatepark. Mayor Rein ert suggested that the city could try using the equipment at a 44 <br />less remote area, such as Lino Lakes Elementary. Staff will check out that possibility 45
