CITY COUNCIL WORK SESSION June 24, 2013 <br />DRAFT <br /> 2 <br />and report back. Cou ncil Member Rafferty suggested that if the City finds t hat the 46 <br />equipment can’t be us ed other options for the equipment should be explored. 47 <br /> 48 <br />3. Jim Tosney – Mr. Tosney, who lives at 998 Lantern Lane, distributed a n overhead 49 <br />view of his property. He explained that he had a fence on his property, decided to put in a 50 <br />new fence (as indicated ) and found when he tried to pull a permit, there are no clear 51 <br />property line markers. He’s had to explore getting a survey of the property done but that 52 <br />is more complicated than he ever expected as part of his fence pro ject and it is expensive. 53 <br /> 54 <br />City Engi neer Wedel added that when a fence permit is requested, the city normally asks 55 <br />for an easement encroachment agreement. There was no agreement in place so city staff 56 <br />requested that be a part of Mr. Tosney’s work. With that comes the need to make sure 57 <br />that the permitted fence is actually on Mr. Tosney’s property. That has been the problem, 58 <br />though, since no one can locate the “pins” that normally designate property lines. Mr. 59 <br />Wedel added that the only way around the survey in his mind would be a sign -off on the 60 <br />fence by all four adjacent property owners. The council concurred with that approach and 61 <br />asked for a report back at the next work session. Council Member Roeser suggested that 62 <br />staff should include a process and cost for pin locations in the futur e. 63 <br /> 64 <br />Review Regular Council Agenda of June 24, 2013 65 <br /> 66 <br />Item 2A, Resolution No. 13 -78, Awarding the Sale of Taxable General Obligation 67 <br />Improvement Bonds, Series 2013A – Finance Director Rolek and Springsted, Inc. 68 <br />Consultant Terri Heaton distributed the resul ts of bidding on the city bond sale that had 69 <br />occurred earlier in the day. Ms. Heaton explained market conditions that could or could 70 <br />not have impacted the bids received. She is generally pleased with the results of the sale 71 <br />and the low bid submitted by Northland Securities.
