<br />CITY COUNCIL <br />AGENDA ITEM 3C <br /> <br />STAFF ORIGINATOR: Lisa Hogstad -Osterhues , Deputy City Clerk <br /> <br />MEETING DATE: July 2 2 , 201 3 <br /> <br />TOPIC C onsider R esolution No. 1 3 -8 4 , Approving a <br />special event, parade permit and excluded bingo <br />permit for the 201 3 Blue Heron Days festival <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Plans are being finalized for Lino Lake’s annual community festival, Blue Heron Days. The <br />festival will take place the weekend of August 1 6 -1 7 , 201 3 . <br /> <br />BACKGROUND <br /> <br />Events scheduled for this year’s festival include a 5K Run , a grand day parade on Lake Drive, <br />city ambassador program with coronation ceremony, a petting zoo , CERT Team Blood Drive, <br />Centennial Fire Open House , Magic B ounce inflatables , a busi ness expo , Polynesian singer, <br />bingo, kiddie carnival, dance studio singers and dance presentation, family movie night, live <br />music, YMCA Splash and Dash and Waldoch Farm garden tour . Ma ny of the activities for this <br />year’s festival will occur in the city’s own Lino Park. <br /> <br />A special ev ent application requesting city per mission to con duct these activities has been <br />submitted to the city by Tanya Mozingo, Recreation Supervisor for the City of Lino. The use of <br />of city prope rty has been approved by Rick DeGardner, Director of Public Service s, and City of <br />Lino Lakes for some of these events . <br /> <br />Liab ility and insurance coverage has been submitted to the League of Minnesota Cities for their <br />review. <br /> <br />Tanya Mozingo, Recreation Supervisor , has been working wi th city staff on the parade details <br />and h as provided the following information. She anticipates approximately 75 units in the <br />parade; the proposed route for the par ade would be the same as in 201 2 , running on Lake Drive <br />from Marketplace Drive to James Street, with a staging area in the Super Tar get parking lot. <br />Ms. Mozingo has obtained permission from Anoka County to conduct the parade on County <br />Road 23 (Lake Drive). <br /> <br />The Rotary will be sponsoring bingo after the parade in Lino Park this year. Non -profit <br />organizations are allowed to conduct excluded bingo with local approval of a permit. M r. John <br />Pechman has submitted a permit application that will be forwarded to the state if approved by the <br />council. <br /> <br />
