Due to budget and staffing issues, shifts were changed to a 9.5 hour shift with <br />only a two car minimum. It is unknown how the reduction in staffing will affect response <br />times going forward. <br /> <br /> <br />Availability Ti me <br />Each Lino Lakes Officer is scheduled for 2080 hours per year, but they are not available <br />for patrol coverage for 2080 hours. To ca lculate the hours that each sworn employee is <br />available for patrol coverage, you need to take into account holidays, vacat ion days, <br />training days, court, sick days, and other approved leave. National availability rates <br />range from 65%-85%. Through in -house computer based training and moving to an on - <br />call basis for court, Lino Lakes Officers have an availability rate of 75 %. The Lino <br />Lakes availability rate was calculated by taking the number of shifts where officers took <br />leave or scheduled for training and dividing that by the number of scheduled shifts in a <br />month. Breaks dictated b y contract and a ccrued l eave amounts are ca lculated in as well. <br />The sworn patrol staff of the LLPD has an average of 529 hours of available leave per <br />officer (529 divided by 2080 = .25). Using this availability rate, each patrol officer starts <br />with 1560 potential hours. While the Lino Lakes goal is that 45% of an officer ’s time is <br />spent on proactive, self -initiated activities, the IACP states that common practice is one - <br />third of an officer’s time is spent on such activities.
