8 <br /> <br />Reduction Model <br />If we were to reduce o ur staff by one sworn FTE (current vacant Sergeant position), it is <br />staff’s recommendation that we change the s chedule of the remaining sergeants to one <br />day shift sergeant and two night power sergeants. This would reduce the total number of <br />available patrol hours to 24,960 hours with only 4,680 hours of supervision (18%). It <br />would be unrealistic to expect officer s to dedicate 1/3 of their time to crime prevention <br />and community involvement as it would reduce coverage hours to 16,640 , less than the <br />20,805 hours needed. In order for this model to work and increase the number of patrol <br />hours available, staff would re commend the following to if a sworn FTE is eliminated: <br /> <br />1. Elimination of the Police Explorer program. <br />a. Lino Lakes Staff dedicated 400 hours to this program in 2012. <br />Elimination would allow us to use those hours for patrol. <br />b. Elimination of the Explorer progra m would allow the police department to <br />shift the training responsibilities as well as accommodate for the increased <br />supervisory demands placed on the remaining 3 sergeants to compensate <br />for 1 less sergeant. <br />2. No longer assign a Lino Lakes Officer to the DEA Task Force <br />a. This would enable the police department to add an addition al 1,560 hours <br />to the patrol division <br /> <br />Bringing the officer assigned to DEA Task Force would allow for patrol staff of 14 <br />officers and 3 patrol sergeants, all on a 6/4 rotation of 9.5 hou r shifts. The 3 sergeants <br />and K9 officer are figured into the staffing minimums. The SRO supplements the patrol <br />division in the summer to offset increased service demands during June, July, and <br />August. This model provides a total of 26,520 (1,560 availa ble hours x 17 employees) <br />hours of total patrol hours not including any dedicated time for prevention and <br />supervision, but it is assumed that the 6,520 hours over the necessary 20,805 would be <br />divided up into those activities. <br /> <br />This cut would impact servic e delivery to the Lino Lakes community, but it allow s the <br />patrol staff to remain at 17 FTEs . If staffing is reduced and the officer assigned to the <br />DEA Task Force is re -assigned to patrol, Lino Lakes would no longer have a dedicated <br />resource proactive ly investigating drug related offenses. This is at a time when the Twin <br />City metropolitan area has seen an increase in narcotics activity and Anoka County has <br />seen an increase in deaths due to overdoes . The revenue of the City Lino Lakes would <br />also be impac ted as the police department would no longer be eligible to participate in the <br />equitable sharing of proceeds stemming from forfeited properties and monies; nor would <br />the city receive federal reimbursement of $17 ,202.25. <br /> <br />Assigning an officer to the DEA has produced the following positive impacts for the Lino <br />Lakes community. <br /> <br />The DEA Task Force Officer (TFO) provides a resource and investigative tool for <br />officers at the Lino Lakes Police Department. The TFO has access to DEA databases that <br />wouldn’t nor mally be accessible to Lino Lakes Officers. The TFO has been able to
