10 <br />had overdosed on synthetic drugs. In addition, the police department has dealt with <br />people that have been either in possession or under the influence of synthetic dru gs. The <br />investigations conducted by the DEA and other law enforcement agencies have led to <br />criminal charges and the seizure of large amounts of synthetic products and assets. <br /> <br />The TFO acts as a liaison between the DEA and the Anoka County Attorney’s Offic e. <br /> <br />In 2013 , t he TFO presented a joint DEA/ATF investigation into a methamphetamine <br />distributor operating in the metro area to the Anoka County Attorney’s Office. The <br />investigation resulted in 1st degree felony controlled substance charges on two <br />indivi duals. <br /> <br />Thus far , the Lino Lakes Police Department has received $14,289.99 as a result of the <br />asset/seizure sharing. $12,161.16 (approximate) is pending administrative/criminal <br />proceedings. Currently there is a case which involves a significant about of forfeitures <br />proceeds which is scheduled to trial in September or 2013. <br /> <br />2013 Patrol Schedule <br />As requested the police department has examined the actual 2013 patrol schedule, <br />attached are tables detailing the actual staffing levels for first 7 days of every month. For <br />the months of August through December, we utilized a 75% availability rate to forecast <br />what the actual staffing would be. <br /> <br />As previous noted the patrol division was assigned to 5/2 rotation on 12 hours shifts and <br />the Sergeants were a 5/4 rot ation on 10 hour shifts for the first quarter of 2013. On April <br />1, 2013, the start of the 2 nd quarter of 2013, the entire patrol division, officers and <br />sergeants, was moved to the current 6/4 rotation 9.5 hour shift. This changes has <br />dramatically decreas es overtime within the patrol division (Q1 non -reimbursed overtime <br />$20,904.12 compared to Q2 non -reimbursed overtime $5,969.98). <br /> <br />The police department active ly monitors the patrol schedule and when staffi ng allows, <br />supervisors modify an officer’s shift to minimize the need to fill shifts with overtime. <br />This is accomplished by requiring officers to modify the start or end time of their <br />schedule shift by 4 hours. Police department management will continue to utilize this <br />option when possible, but this busi ness practice is not always available due the staffing <br />levels on the adjacent shift. Police management must also remain mindful that this <br />business practice does have negative impact on our patrol workforce.
