PAVEMENT MANAGEMENT RECOMMENDATIONS <br />Using the computer analysis, many alternatives were run to determine the optimum actions to extend <br />the pavement life at the lowest overall cost. It was found that the key to achieving that goal is doing t h e <br />right action at the right time. This will require City initiated actions rather than waiting for complaints or <br />petitions. <br />It is recommended that the City institute a maintenance and reconstruction program in accordance with <br />the Cartegraph Criteria (Appendix C ) in order to start to tackle the deteriorating network of roads. It is <br />recognized that the desire to maintain a high overa llAconditionAmustAbeAbalancedAwithAtheACity’sAfinancialA <br />capabilities to fund the maintenance and reconstruction program. <br />ItAisAbeingArecommendedAthatAitAbeAtheACity’sAintentAtoAmaintainAtheAcurrentAroadwayAOverallAConditionA <br />Index rating of 66.95 as the l ong term average condition rating of its roadway system. In order to <br />maintain this rating, it has been determined that the present level of maintenance and reconstruction <br />activities, and therefore funding must be increased. <br />Since this report was done in 2 004, the City has added close to 13 miles of roads and has increased <br />funding for chip seals and overlays; however, hardly any funding has been spent on reconstruction of <br />these roads . The average OCI has also dropped nearly 6 points since the report in 200 4. This report <br />shows that if nothing is done to correct the current issue with road funding, the OCI will drop another 11 <br />points in the next 10 years. <br />Using the cost assumptions contained in the Cartegraph Criteria (Appendix C ) and the Total <br />Maintenance C osts (Appendix D ) and Annual Maintenance Costs data (Appendix E ), the proposed <br />funding shown in Figure 5 for special maintenance and reconstruction activities will allow the city to <br />maintain an Overall Condition Index rating of 66.95 as the long term avera ge condition rating of its <br />roadway system, comparable to the current overall condition. It is recommended that the total <br />maintenance amount be budgeted in accordance with the plan year. <br />This level of increased special maintenance and reconstruction fundin g will contribute towards <br />improving the road network in the City over the next 10 years in comparison to continuing the past <br />maintenance and reconstruction funding or providing no funding. This comparison of the projected <br />amount of mileage of roadways wit hin each condition category and the projected Overall Condi tion <br />Rating is shown in Figure 6 . <br />This recommended maintenance program of spending $490,000 in maintenance and $2,000,000 in <br />reconstruction would maintain the condition of the roadways. As previou sly stated, continuing the past <br />funding levels over the next 10 years would require an estimated $4 5.7 million in 2023 (Plan Year 10), to <br />restore the overall system at the end of that time period to only its current condition today. <br />This report represents the initial presentation of data and analysis to the City Council for their use in the <br />continuation of the development of an overall Pavement Management Program. <br />
