COUNCIL MINUTES September 10, 2018 <br />APPROVED <br />45 D) Consider Approval of August 22, 2018 Special Session <br />46 Minutes Approved <br />47 E) Consider Approval of August 27, 2018 Special Session <br />48 Minutes Approved <br />49 F) Consider Approving Exempt Gambling Permits for <br />50 Turkey Bingo and a Scholarship Raffle at <br />51 St. Joseph's Catholic Church Approved <br />52 <br />53 FINANCE DEPARTMENT REPORT <br />54 <br />55 There were no reports from the Finance Department. <br />56 <br />57 ADMINISTRATION DEPARTMENT REPORT <br />58 <br />59 3A) Consider Approval of Labor Agreement between City of Lino Lakes and Local No. 49 — <br />60 City Administrator Karlson explained that he is recommending approval of a two-year labor <br />61 agreement with City employee Local No. 49 union. He reviewed the proposed agreement, including <br />62 changes. He also noted that the contract includes several Memorandums of Understanding, including <br />63 one that officially establishes the part-time mechanic position as it has existed for some time. <br />64 <br />65 Council Member Maher moved to approve the Labor Agreement as recommended. Council Member <br />66 Manthey seconded the motion. Motion carried on a voice vote. <br />67 <br />68 PUBLIC SAFETY DEPARTMENT REPORT <br />69 <br />70 4A) Consider Amendments to City Code regarding Therapeutic Massage and Disorderly <br />71 Houses. i. 1st Reading of Ordinance No. 1348, Amending Chapter 616 of the Lino Lakes Code <br />72 of Ordinances to update regulations regarding therapeutic massage; and ii) 1st Reading of <br />73 Ordinance No. 1448, Adding a new Chapter 510, relating to Disorderly Houses — Public Safety <br />74 Director Swenson reviewed his written reported requesting: a) updating to the City's therapeutic <br />75 massage regulations; and b) establishing regulations regarding problem properties (disorderly houses). <br />76 Staff is recommending these changes to give the City additional tools for regulation based on past <br />77 experience. <br />78 Council Member Manthey moved to approve the lst Reading of Ordinance No. 13-18 as presented. <br />79 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />80 Council Member Manthey moved to approve the lst Reading of Ordinance No. 14-18 as presented. <br />81 Council Member Maher seconded the motion.
